Evaluation Factors For Award (E.3)

For the Basis of Award, the competitive source selection process will use Lowest Price Technically Acceptable (DRFP E.3.1)

Proposals will be ordered according to price to assess the lowest price proposal. Only the lowest priced offer will be evaluated for Technical Acceptability

Failure to meet all requirements under any technical consideration will result in a technically unacceptable rating and preclude award

If the lowest priced offeror is found unacceptable, then the next lowest priced offer will be evaluated, and so on until a technically acceptable offer is identified

Technical proposal will be evaluated against technical considerations as “Acceptable” or “Unacceptable” (defined in

DRFP E.3.1.1)

Evaluation Factors For Award (E.3)

The lowest price offeror rated technically “acceptable” based on its technical approach to meet the minimum requirements and otherwise eligible for award will be presented to the Source Selection Authority (SSA) to recommend for award

To determine the lowest price offer, the Government will use the Total Evaluated Price (TEP) as the basis for price to include:

− Sum of all CLINs for the base period, option periods, and IDIQ CLINs (excluding the CLINs 5001 and 5002 for the 52.217-8, Extension of Services) and;

− Any other pricing data requested in DRFP Section E.2.9.3 to ensure a proposal is fair and reasonable

Evaluation Factors For Award (E.3)

Determination of Responsibility will be made prior to award IAW FAR

9.1 (E.3.):

o Adequate financial resources, or ability to obtain them o Comply with proposed performance schedule o Satisfactory performance record (Shall not be determined responsible or non-responsible solely on basis of lack or relevant performance history) o Satisfactory record of integrity and business ethics o Organization, experience, accounting, operations controls, technical skills, or ability to obtain them o Otherwise, qualified and eligible to receive an award under applicable laws and regulations The Source Selection Authority will then select the Offeror' s proposal that is determined to be the best value to the Government based on the evaluation factors set forth in the solicitation
