COVER PAGE FOR REQUEST FOR PROPOSAL (RFP) No. 80LARC20R0002 Evaluations, Assessments, Studies, Services, and Support (EASSS 3)
You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC) Request for Proposal (RFP) for the Evaluations, Assessments, Studies, Services, and Support (EASSS) 3 contract. Potential offerors should pay close attention to all solicitation instructions: however, the following requirements are summarized to assist in your proposal development.
1. This acquisition will be conducted as a total small business set-aside competition under the North American Industry Classification System (NAICS) code 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), and the small business size standard is 1,000 employees or less.
2. This competitive procurement will result in a Cost-Plus-Fixed Fee (CPFF), Indefinite
Delivery Indefinite Quantity (IDIQ) contract with the ability to issue CPFF task orders.
The contract will have an effective ordering period of five (5) years from the contract effective date. The anticipated contract award date is no later than 08/01/2020, with a 10/01/2020 contract effective date.
3. RFP Section L contains important information regarding proposal preparation instructions that offerors must strictly follow. The following are highlighted:
a. Reference L.11: Offerors are responsible for meeting the submission due date as specified in the RFP.
b. Reference L.17 ELECTRONIC SUBMISSION OF PROPOSALS – PROPOSAL MARKING AND DELIVERY THROUGH LARGE FILE TRANSFER: Pay close attention to the proposal submittal instructions. Proposals shall be electronically submitted via the NASA NOMAD Large File Transfer (LFT) service and hard copies are not required.
4. RFP Section L.9 provides information about the Pre-Proposal Conference, to be conducted virtually, on March 30, 2020.
5. Attachment L-1, Historical Task Orders, is provided for informational purposes only.
6. RFP Section M sets forth the method of evaluation, evaluation factors for award, and relative importance of the evaluation factors.
7. Please note:
a. A Top Secret facility clearance is required at the time of proposal submission for this procurement in accordance with the DD Form 254, Contract Security Classification Specification.
b. An Organizational Conflict of Interest and Personal Conflicts of Interest Avoidance Plan is required at the time of proposal submission and will be evaluated under Subfactor 2 – Management under the Technical Proposal.
8. All documents related to this procurement, including this letter, the solicitation, attachments, exhibits, and any amendments will be attainable electronically from the
World Wide Web at https://beta.SAM.gov. It is the Offeror’s responsibility to monitor the website for updates.
9. Offerors are advised to submit their best offer upon proposal submission since the
Government intends to award the contract resulting from this solicitation without discussions. However, the Government reserves the right to conduct discussion if required. See Section L, FAR 52.215-1, INSTRUCTIONS TO OFFERORS– COMPETITIVE ACQUISITION, in particular paragraph (f)(4), which discusses the Government’s right to award a contract without discussions.
10. This RFP does not commit NASA to pay any proposal preparation costs, nor does it obligate NASA to procure or contract for these services. This request shall not be construed as authorization to proceed with, or be paid for charges incurred by performing any of the work called for in this solicitation.
11. Offerors are reminded that a “Blackout Notice” for this procurement was distributed to all applicable NASA personnel concurrently with the release of the RFP to Industry.
Therefore, all communications pertaining to this procurement shall be directed only to the Contracting Officer listed below.
This list is not intended to describe all RFP requirements. It is the Offeror’s responsibility to carefully review the RFP in its entirety.
