NASA-Kennedy Space Center Agency-wide Acquisition of Liquefied Natural Gas RFP 80KSC020R0032 Questions and Answers
Question/Comment Government's Response
The Pricing Spreadsheet asks proposers to include all fixed, variable and incremental costs. How would you like proposers to highlight the commodity cost of gas which changes monthly? Normally, in these types of bids, proposers list their liquefaction cost, their transportation cost and then state which natural gas commodity index the gas will be sourced from.
It is understood that there may be outside factors that influence the commodity cost of gas. The Government, however, is requesting that offerors provide a single fixed product unit price for each year, which includes everything necessary to deliver LNG to the specified delivery locations. Offerors should consider all factors when determining their proposed fixed product unit prices, including any risks associated with potential fluctuations in the commodity cost of gas.
2 Does Section 5 – Representations, Certifications and Other Statements of Bidders need to be completed and returned with the bid?
Yes, as applicable. FAR 52.225-25 is acknowledged by the submission of an offer. FAR 52.209-12 is only applicable if the proposed contract price will exceed $5,000,000. FAR 52.212-3 is required; however, only section
(b) needs to be completed and returned if the offeror is registered in sam.gov and has completed the annual representations and certifications online. If the offeror is not registered in sam.gov, then sections (c) through
(v) are required to be completed and submitted with the proposal.
Are the only forms to be submitted with the offer include the SF1449 blocks 12, 17, 23, 24, 30 and the Capability Form and the pricing spreadsheet?
The SF 1449 or proposal on company letterhead, the capability form, the pricing spreadsheet, the applicable representations and certifications from section 5 of the terms and conditions (see question 2), and acknowledgement of any amendments made to the proposal must be submitted.
4 Is the authorized representative signing the SF 1449 or company letterhead required to be a U.S. citizen?
No. However, the authorized representative must have the authority to sign on behalf of the company and have the authority to enter into binding contractual agreements on behalf of the company.
On the T&Cs, Section 1.2, CLIN003, Year 1 Est. Quantity lists 50,000.
On the LNG Pricing spreadsheet, CLIN003, Year 1 Est. Quantity lists 500,000. Please confirm estimated quantity for Year 1.
The correct estimated quantity for Year 1 for CLIN 003 is 50,000. The pricing spreadsheet has been updated to reflect the change.
6 Is the supplier required to disclose the LNG composition within the RFP Response? It does not appear in the requested forms.
The LNG composition is not required as part of the RFP responses. During performance of the contract every delivery is required to meet the respective composition.
If the supplier’s facility does not test for all constituents on every load will random lab sampling be sufficient? If random lab sampling is sufficient, how often should random sampling occur?
All constituents listed in the commodity specification must be tested for each load, with the exception of those specifically annotated within the specification that only require to be tested upon the Government's request.
8 Can deliveries be staged over several days to reduce the number of trailers required at one time?
The contractor must be able to meet the required daily, weekly, and monthly maximum quantities. Exactly when the shipments are required to be delivered to each site will be dynamic and therefore the contractor must have enough assets to meet the maximum quantities in a single shipment.
Emergency Delivery Charges: Page 3 of the T&Cs, it states this will be charged at the “price per tanker”. On the “LNG pricing spreadsheet”, Tab 2 (Other Pricing), this is listed as “price per occurrence” which could be understood as multiple tankers at once. Request clarification on which applies.
Emergency delivery charges shall be applied per tanker. The pricing spreadsheet has been updated to reflect the correct terminology.
10 Is there a standard conversion factor that should be assumed for determining quantity delivered? E.g. 3.6 lb/gal?
A standard conversion factor of 3.6 pounds per gallon shall be used to determine the quantity of gallons to be billed. This clarification has been added to the terms and conditions, section 2.2.14 Determination of Billing.
11 For subject RFQ, will NASA accept the higher purity specification Modified Grade A 98 Specification for all locations?
LNG must meet the maximum and minimum limitations for each location according to the tables listed in Attachment 003 NASA Modified Grade A Specifications LNG.
12 Will NASA award multiple contracts, award to more than one vendor?
Per Terms and Conditions section 7.1(a) "The Government anticipates award of multiple contracts." Awards can be made to more than one vendor.
13 What is NASA’s relationship with the US government? NASA is a Government Agency within the United States Federal Government.
The CLIN 002 (KSC/CCSFS) cites Nitrogen impurity as 0.2. This Nitrogen impurity level is more stringent than the Nitrogen impurity levels for CLINs 001 and 003. Yet, we see CLINs 001 and 003 as the more stringent requirements. Please confirm whether the Nitrogen impurity level for CLIN 002 is indeed 0.2. Or should it be similar, if not less stringent than CLINs 001 and 003?
The Nitrogen limit for CLIN 002 is correctly identified as .2 % Mol.
15 Will the Government accept Methane with even less impurities than cited? Impurities with only a maximum allowable concentration are not desirable in the product and do not have a minimum required concentration
