IV Specialized Experience - Project submittal
What constitute a project? A single project may be considered to include multiple phases of a single effort, to include planning and feasibility studies, permitting, preliminary engineering reports, design, engineering services during construction, activation and commissioning. General engineering contracts, IDIQ contracts, basic agreements, and basic ordering agreements are not considered “projects.”
Page 5 of 11. - 3. Past performance With regards to PPQs, if we're unable to obtain a PPQ for a project submitted in Section F, will that be held against the Offeror?
No it will not be held against the Offeror. Please ensure that you provide a POC for PPQs submitted, so that the Government may attempt to contact them for information. The lack of a PPQ's will be considered neutral (neither positive or negative).
Page 5 of 11. - 3. Past performance Due to holiday vacations and high demands placed on government Project Managers to fill out PPQs, would NASA accept a PPQ that was completed on the project within the past two years in place of a new one?
No. If you submit a PPQ and the Project Managers or Contracting Officers does not reply we can reach out to the individual. Please ensure you submit the correct POC information for each PPQ.

QUESTION GOVERNMENT RESPONSE
Civil Synopsis Final, Section IX.
Contracting Officer's Initial Submission Review, OSHA violations.
Firms are required to address any known OSHA violations in Section H of the SF330. Typically when we have this request it is limited to the previous 5 years.
We request that the timeframe for reporting the OSHA violations is limited to the previous 5 years (2014-2018).
The Government will be checking firms against the U.S. Department of Labor, Occupational Safety and Health Administration'd data base for the last be six years.
Civil Synopsis Final, Section V. Past Performance Questionnaires
Because the solicitation response extends through the holidays, we request the government consider a two week extension to provide an opportunity to prepare the highest quality submittal as possible.
Additionally, because PPQs are required, our clients will also be encumbered by the holidays and it will likely be difficult to get all responses provided by the deadline.
The Government will extend the proposal due date to January 15, 2020 at 2:00 pm EST.
Section IV, Item 2 "Professional qualifications necessary for satisfactory performance of required services"
What does NASA constitute as a certified cost estimator? Is there a desired accreditation NASA is looking for with a cost estimating professional? Would a licensed Professional Engineer with significant experience in cost estimation qualify? Please clarify.
The Government considers construction cost estimator certification will be through the International Cost Estimating and Analysis Association, American Association of Cost Engineers, Society of Cost Estimating and Analysis, or American Society of Professional Estimators. A licensed P.E. with experience but not the certifications stated above may be noted in the submittal, but will not be considered certified.
SF330 Box 22 In Box 22, what should be used for year completed for Professional Services, if construction administration services were also provided.
The Government expects the A-E to indicate the last year of their contractual involvement with the project as the year in which professional services were completed. If the A-E was contracted to provide on-going professional engineering services during construction (also known as construction administration services), then the last year for which the A-E provided those services would be indicated. If the A-E was contracted to provide services during the construction, a description of those services must also be included in the project description in Box 24.
Section VIII, Submission Requirements, item 2)d.
How will specialized experience for projects that is not a part of Projects 1-10 be evaluated.
The Government will evaluate the A-E's specialized experience only for the projects in Section F of the SF 330. Additional information, e.g. continuation of Section F box 24, for these projects may be included in Section H. But information regarding specialized experience for projects in excess of the projects listed in Section F will not have a positive influence on the evaluation of the A-E's specialized experience. Any additional information included in section H may provide context and example information of section H
