NASA-Wide Agency Supply of Helium RFP Questions and Answers

Question/Comment Government's Response

Page 64, section L.2 Addendum to FAR 52.212-1, paragraph (b)

Submission of Offers – Offerors shall use the SF 1449 to submit their offers. There was not a SF 1449 supplied as part of the solicitation.

As stated in FAR 52.212-1(b) offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. The RFP has been amended to indicate that the use of the SF 1449 is not mandatory.

The SF 1449 is a standard form that is available at https://www.gsa.gov/reference/forms if you choose to submit one.

Submission of Offers-Delivery of Proposals is dated for Monday, August

26, 2019, can this be moved to Friday, August 30, 2019 at 9:00am ET?

This would allow suppliers 3 full weeks to respond.

The referenced RFP section was updated on August 9, 2019 with Amendment

1 to change the delivery of proposals to August 29, 2019 which is three weeks from the date that the RFP was posted on FBO.

Page 12, section E.1 Delivery Requirements, paragraph (b), would it be possible to revise the lead time from 48 to 72 hours for standard deliveries? This would also be applicable on page 21, section H.4

Delivery Order Procedures, SS (b).

Following a review of the SOW (Att 001) to identify locations with 48 hour lead time, inquiries were made to locations to see if they would accept a change to 72 hours. The following locations agreed to the change from 48 to

72 hour lead time:

Glenn Research Center at Lewis Field (GRC), Cleveland, OH

Glenn Research Center Plum Brook Station (GRC-PS), Sandusky, OH

Johnson Space Center (JSC), Houston, TX

Marshall Space Flight Center (MSFC), MSFC, AL

White Sands Test Facility (WSTF), Las Cruces, NM

The SOW (Att 001) was updated to reflect those locations that agreed to the change from 48 to 72 hour lead time. Section E.1 and H.4 are updated for this change.

Can you please confirm if the estimated quantity unit of measure for helium CLIN 024 KSC and helium CLIN 026 LaRC, should be in SCF or liters.

The unit of measure for both CLIN 024 and 026 should be "liter." The

Helium Pricining Spreadsheet was updated to correct the unit of measure for

CLIN 026 from Scf to liter.
