About this file
This is a Questions and Answers document for federal contract opportunity 80JSC026Q0014 regarding Venous Thrombosis, issued by NASA on October 28, 2026.
The solicitation is structured as a Full and Open competition for commercial products, with universities eligible to submit quotes. The NAICS code classification applies to the CAGE Code/SAM UEI submitted with the quote, relevant for academic institutions or small labs determining eligibility. This is a new requirement with no incumbent contractor or follow-on contract. American vendors may apply with international collaborators, subject to FAR clauses 52.204-7 and 52.225-5 governing domestic content and trade restrictions. The period of performance extends through September 2031, with Amendment 003 updating the CLIN structure to accommodate both full-duration and shorter-duration projects. The Government reserves the right to make multiple awards but has not established an anticipated number of awards. No specific budget ceiling, maximum total price, or annual cost limits are specified; proposers must submit pricing via Attachment D – Pricing Sheet without predetermined budget guidance. A detailed budget breakdown is highly recommended, including separate documentation of institutional Facilities and Administrative (F&A) and fringe benefit rates, with additional guidance available in the SAM posting. NASA Civil Servants are prohibited from participating in proposal development due to conflict of interest.
