About this file
This document is Attachment B to a Request for Quotation (RFQ) for venous thrombosis research, dated September 25, 2026, and provides additional submission instructions for responders. The RFQ seeks quotes addressing one or more of the following: development and validation of approaches to surveil, reduce risk of, and prevent or treat venous thrombosis during spaceflight and exploration missions; provision of point-of-care assessment devices capable of functioning in weightlessness or reduced gravity; mechanical countermeasures to prevent or treat venous thrombosis; and future spaceflight or spaceflight analog research relevant to venous thrombosis. Quotes may include prospective research and/or retrospective analysis, including novel approaches to analyze existing astronaut imaging datasets and measurement of biomarkers in stored frozen samples. Proposers must provide applicable qualifications and certifications for team members and facilities/equipment, include realistic schedule and budget assumptions accounting for the inability to guarantee commercial provider manifesting, and address the type of research being proposed.
Responses must comply with Dual-Anonymous Peer Review (DAPR) guidelines with modifications specified by NASA's Human Exploration Research Opportunities (HERO) Notice of Funding Opportunities. An NSPIRES cover page is not required, but all attributable information including team identities, expertise, CVs/biosketches, letters of resource support, and compliance assurances must be included in a separate section from the anonymized quote portion. Responders must utilize the Flight Experiment Resource Worksheet and/or Retrospective Data Request Feasibility Assessment Form as applicable. The anonymized portion is limited to ten pages for project description, with additional specified page limits for statistical approach, data management plan, and budget documentation. The non-anonymized portion contains separate page limits for team member information, biographical sketches (2 pages preferred), current and pending support, statements of commitment, facilities and equipment, and required feasibility assessment forms.

Venous Thrombosis Attachment B – Additional Submission Instructions 9/25/2026
Additional Submission Instructions
Appropriate responses to this RFQ shall address one or more of the following:
1. Quotes for the development and validation of approach(es) to surveil, reduce risk of, and/or prevent/treat (either prophylactic or treatment countermeasures) VT during spaceflight and exploration missions, including rationale and methodology. This could include:
a. Provision of a point-of-care assessment device capable of functioning in weightlessness or reduced gravity, the development of novel technologies to assess VT risk (e.g., venous flow dynamics, biomarkers) etc.
b. Countermeasures, specifically mechanical countermeasures, to prevent or treat VT during spaceflight and exploration missions.
c. Quotes for future spaceflight and/or spaceflight analog research relevant to VT during spaceflight and exploration missions. Relevant applications might include short- and long-duration missions in low-Earth orbit, missions beyond low-Earth orbit, and habitation in partial gravity environments. Ground-based research may include investigations in relevant patient populations or parabolic flight.
2. Quotes may include prospective research and/or retrospective analysis. Retrospective analysis may include:
a. Novel approaches to analyze existing astronaut imaging datasets (i.e., 2-D ultrasound, Doppler ultrasound, and magnetic resonance imaging (MRI))
b. Measurement of biomarkers in stored frozen samples (i.e., blood, saliva and/or urine)
3. Schedule must be reflective of the type of quote submitted (e.g., spaceflight project, patient populations, etc.). Given the RFQ mechanism allows for varying schedule and budget submissions, budget and schedule assumptions must be included in all responses. NASA cannot guarantee manifesting on commercial providers, this should be taken into account in generating schedule and budget assumptions.
4. Provide applicable qualifications/certifications for team members and/or facility/equipment.
5. Human Exploration Research Opportunities (HERO) Notice of Funding Opportunities (NOFO) Resources shall be used as necessary by proposers with the following modifications:
a. Dual-Anonymous Peer Review (DAPR);
