About this file
This document is a Questions and Answers file for RFQ 80JSC026Q0004, a NASA procurement for a water-cooled freeze dryer system. The RFQ does not establish a formal contract vehicle but rather represents a direct purchase request. The anticipated award date is no later than the third quarter of FY26, with equipment selection and ordering to be completed by that same deadline. Installation is expected to follow vendor lead time with a maximum duration of one year. This is a new installation rather than a replacement system. The freeze dryer must be delivered to a designated NASA loading dock by June 1, 2027, with NASA contractors responsible for moving the equipment to its final location and completing physical setup. The vendor is responsible for delivering the unit to the loading dock and providing a qualified technician onsite to verify proper operation through Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT). Regarding facility requirements, NASA is responsible for electrical setup to meet the freeze dryer specifications, while the vendor must provide electrical and other facility requirements information in their quote. The vendor is also responsible for providing warranty terms for NASA review.
The procurement incorporates FAR 52.225-1 (Buy American) and was amended regarding trade agreements clauses, with the solicitation updated to address WTO GPA compliance concerns. A budget range has been defined for the project, though specific amounts are not disclosed in this Q&A document. Contract financing terms and certain inspection and acceptance clause details remain to be determined after award. Additional specifications, technical requirements, regulatory compliance standards, and product application details are referenced in the main RFQ document rather than expanded in this Q&A response set.

Q16. Contract financing. Section H is blank and the solicitation incorporates FAR 52.232-1 (Payments) with no contract financing clause. Will NASA authorize milestone-based contract financing for this acquisition, and if so, under which clause?’
A16. TBD until after award.
Q17. Contract schedule. CLIN 0001, 0002, and 0003 share a 1 June 2027 delivery date.
Please clarify: (a) what the Contractor must complete by that date and what event constitutes Government acceptance; (b) the FOB point, as SF 1449 Block 11 indicates FOB Destination, while solicitation page 7 lists "Contractor Destination" for each CLIN; and (c) the anticipated award date.
A17:
1. The vendor shall deliver the freeze dryer to the designated NASA loading dock.
2. NASA contractors shall move the freeze dryer from the loading dock to its final location.
3. NASA contractors shall complete the physical setup of the freeze dryer.
4. NASA personnel and contractors shall plug in and power on the freeze dryer for initial operation.
5. The vendor shall provide a qualified technician onsite to verify that the freeze dryer is operating correctly.
Q18. Inspection and acceptance. Section E is blank, while the Technical Specification requires FAT, IQ/OQ, and SAT documentation. Which inspection and acceptance clauses govern the resulting purchase order? Specifically, (a) do FAT or SAT constitute Government inspection or acceptance events, (b) will FAR 52.246-15 (Certificate of Conformance) be incorporated, and (c) what warranty terms apply?
A18. Vendor shall provide FAT and SAT to demonstrate satisfactory performance of the new freeze dryer. Vendor shall provide their warranty terms for NASA to review.
Q19. CLIN 0002 Installation scope. Please describe the scope of work under CLIN 0002 "Installation," and identify which activities — site preparation (NASA/contractors), utility connections (NASA/contractors), rigging (NASA/contractors), placement (NASA/contractors), commissioning (NASA/contractors to ensure facility mods meeting vendor spec), acceptance testing (vendor to perform and NASA/contractors to review testing outcome) — are the Contractor's responsibility and which are performed by NASA?
A19. (See A17.)
Q20. FAR Part 12 clauses. SF 1449 Blocks 27a and 27b are unmarked, and FAR 52.212-3, 52.212-4, and 52.212-5 appear nowhere else in the solicitation. Is FAR 52.212-4 incorporated, and which version? Do FAR 52.212-3 and 52.212-5 apply to this acquisition?
A20. N/A
Q21. Applicable Trade Agreements clause. The solicitation incorporates FAR 52.225-1 (Buy American — Supplies). However, NASA is listed in Annex 1 of the U.S. schedule to the WTO Agreement on Government Procurement, and this acquisition is expected to exceed the WTO GPA supply threshold ($174,000). FAR 25.1101 prescribes FAR 52.225-5 (Trade Agreements) for acquisitions covered by the WTO GPA. Please confirm whether incorporation of FAR 52.225-1 rather than FAR 52.225-5 is intended, and if so, the basis (e.g., an exception under FAR 25.401)?
A21. Solicitation has been amended.
