RFP L-31, L-

L-5 NOC II
Cost Plus Template Clarity
Section L.22(e) identifies major subcontractors as equalling or exceeding 10% of total contract value. Section L.23.1 and Section L.23.2 identify major subcontractors at a threshold

"Instructions" tab greater than 20%. Attachment L-5 NOC II Cost Plus Template identifies major subcontractors at a threshold greater than 20%.
What is the intended threshold for classifying a subcontractor as Major or non-Major?
updated to indicate that the 10% threshold applies to that provision, not the entire solicitation.
Section L Proposal Instructions
RFP
L.21.2.c, L.23.1, and Attachment L-5
L-26, L-37, Attachment L-5 Instructions and ToC Clarity
Question/Comment: RFP Section L.21.2 states that Attachment L-9 TRST and BOE shall be submitted as part of Volume I Mission Suitability, and that Attachment L-9 shall reconcile to the Cost Volume III.
RFP Section L.23.1 states that “The resources in the BOE shall be summarized in the Technical Resources Summary Template (TRST) contained in Section L, Attachment L-9. Subsequently, in Volume III, Cost/Price Proposal, the Offeror’s proposed Core Work WYEs and non-labor resources for the entire team must be provided and summarized.”. RFP Attachment L-5 Instructions and ToC state that offerors shall not change the excel table organization or design within each spreadsheet tab.
The government is amenable to Offerors adding additional tabs to Attachments L-5 (Cost Price Templates) and L-9 (Technical Resources Summary Template and BOE Template) in order to improve traceability of the cost model as long as these do not impact the organization or design of the existing tabs. The government is not amenable to combining Attachments L-5 Cost Price Template and L-9 Technical Resources Summary Template and BOE Template into a single spreadsheet.
As Attachments L-9 and L-5 must be consistent and as Attachment L-9 is submitted with Volume I and Attachment L-5 is submitted with Volume III, is the Government amenable to offerors including additional tabs into Attachment L-9 and/or Attachment L-5 that do not impact the organization or design of the existing Attachments in order to enhance traceability and integration of the cost model?
Alternately, is the Government amenable to combining Attachments L-9 and L-5 into a consolidated BOE/Pricing Model?

Request for Additional Information
Why is there a TS/SCI requirement? Is this still applicable?
Yes, the Top Secret/Secure Comparted Information (TS/SCI) requirement is still applicable. One of the External Customers has classified operations and it is necessary for the NOC II Contractor to be able to have insight into these operations.

Is the facility fully utilized or is there downtime?
As indicated in the Industry Day slides, the NBL is currently highly utilized with little excess capacity. The Government anticipates this may remain the case for much or all of the NOCII contract, but expects the NOCII contractor to be able to recruit external customers to utilize excess capacity should that unexpectedly become available.

One section of the pool is walled off – is that leased?
No section of the pool is leased. An external customer has an agreement, supported by an SAA (Space Act Agreement) between the NOC Contractor and NASA, to use that portion of the pool when needed.
