80JSC021SSTIII - DRFP Questions and Answers 2-7-2022
Question # Type Draft RFP Reference Comment or Question Answer
1 Section H H.9 b - Contractor Purchasing
Can the Government confirm our understanding that "meaningful number of professional employees" to determine which Small Business partners need to provide an ACP equates to a Small Business partner having over 10% workshare on SSTIII? If not, what is the right interpretation?
Section H.9 clause will be removed in the Final RFP.
2 Section J Attachment J-4: STANDARD LABOR CATEGORY
DESCRIPTIONS (SLC)
Some Technical Labor Classes include a degree in the sciences in the Job Description Guidelines, some do not. Recommend changing to as follows: Degree in engineering or science with demonstrated understanding of simulation and / or software development principles.
The Standard Labor Categories will be updated to be more clear in the final RFP.
3 Section J
ATTACHMENT J-4 - STANDARD LABOR
CATEGORIES DESCRIPTIONS (SLC) Standard Labor Categories (SLCs) Table:
Under NOTES: **MS equivalent experience or training is a minimum 2 additional years of experience beyond a BS degree along with a demonstrated body of work in the specialized field of assignment.
***PHD equivalent experience or training is a minimum 4 additional years of experience beyond a BS degree along with a demonstrated body of work in the specialized field of assignment.
The Standard Labor Categories will be updated to be more clear in the final RFP.
4 Section J Attachment J-18 Is there a Government format for J-18 (Proposed Innovations and Efficiencies List)
The contractor's format is acceptable. Section L.23.2 TA1 has now been revised in the final RFP to reflect a more specific innovations and efficiencies plan.
5 Section J DRD-12 - Abbreviated Compensation Plan (ACP) A. SCOPE Paragraph 2 B. CONTENT
IMPORTANT NOTES
Would the Government consider changing the requirement for the ACP from 10 to 15%?
The requirement will remain at 10% in the final RFP.
6 Section J STO 1 – Part 3 Will further definition of the “Generic Graphics Renderer” be provided?
The “Generic Graphics Renderer” is intentionally not defined to allow the offeror to demonstrate their technical understanding of altering the graphics renderer itself. Any existing graphics rendering software is an acceptable starting point to address the specifics of the task outlined in STO 1 - Part 3.
7 Section L Table L.2, Page 184 or 255 Staffing and Critical Skills Plan and Abbreviated Technical Compensation Plan are both numbered as MA2, is that correct?
Yes, they are both numbered MA2.
8 Section L L.21
Would the Government consider removing MA1, Contract Management Plan and MA2, Staffing and Critical Skills Plan, MA2, Abbreviated Total Compensation Plan from the 85-page limitation as these plans will consume considerable space s to be compliant with the DRD requirements thus limiting the needed page allocation for the Sample Task Order detail? The SSTII RFP had 250 pages to cover the requested data. With only 85 pages, sufficient detail may not be possible to cover all necessary plans and sample TOs.
MA2 Abbreviated Total Compensation Plan is not part of the 85-page limitation (see section L.21, Table L.2). The Government has concluded that the MA1 Contract Management Plan and MA2 Staffing and Critical Skills Plan will remain a part of the 85-page limitation.
9 Section L L.22 Would the Government consider 10 pt. font for text and 8pt font for graphics and tables?
The requirement will remain 12 pt. font in accordance with L.22.
10 Section L Attachment L-6, Excel Pricing Model Can the Government provide the Excel Pricing Model so we can understand the pricing workbook ahead of the FRFP?
A copy of the EPM was released in modification 15 of 80JCS021SSTIII.
11 Section L Past Performace Was it by design that the DRFP doesn't limit the number of Past Performance citations per team? We recommend no more than 3 citations per team
Yes, the intent was to not limit the number of citations per team. The final RFP will remain with no limits on past performance citations.
