Reply to Attn of: BR3-20-017
To: All Prospective Offerors
From: BR3/Roger M. Roberts
Subject: Draft Request for Proposal (DRFP)
The National Aeronautics and Space Administration (NASA), Lyndon B. Johnson Space Center (JSC), is pleased to release the DRFP, number 80JSC020R0045 for the Specialized, Engineering, Aeronautics, and Manufacturing (SEAM) II solicitation. This effort is a follow-on to the Specialized, Engineering, Aeronautics, and Manufacturing (SEAM) contract.
Acquisition Structure
SEAM II is a Multiple Award with Indefinite-Delivery/Indefinite Quantity (IDIQ) Firm-Fixed Price (FFP) and Time-and-Material (T&M) Task Orders (TOs). Authorization to perform work under SEAM II will be through the issuance of FFP or T&M TOs. SEAM II has been assigned the North American Industry Classification System code 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a size standard of 1000 employees.
The SEAM II contract is anticipated to have a five-year period of performance base, July 1, 2021
– June 30, 2026. There are no options or phase-in period included in SEAM II.
The SEAM II Contract will contain the following four Task Categories:
1. Task Category A: Aero Structural Engineering and Analysis (small business set-aside)
2. Task Category B: Aero Mechanical Systems (small business set-aside)
3. Task Category C: Aero Avionics, Electrical, and Software (full and open)
4. Task Category D: Ground Support Engineering Services (small business set-aside)
The Government will award one contract for Task Categories A-C and anticipates at least two awards for Task Category D. Task Categories A, B, and D are set-aside for small business. Task Category C will be competed utilizing full and open competition procedures. Offerors are not required to propose to all Task Categories but may propose to more than one for which they are capable of performing the work. Post award, the Government does not intend to compete across Task Categories. If an award is made for multiple task categories under a single contract, the remaining task categories in the SOW will be removed via a unilateral contract modification after contract award. The Government reserves the right to award one, some, none, or all of the proposed task categories based on the Government’s evaluation of the Offeror’s proposal.
The Government plans to award FFP IDIQ task orders and T&M task orders in accordance with NASA Federal Acquisition Regulation (FAR) Supplement 1852.216-80 TASK ORDERING PROCEDURE to fulfill the requirements. The Task Order requirements shall be priced utilizing the labor categories and proposed rates for each proposed category in Section B, Clause B.6 HOURLY RATES AND TASK ORDER CEILING PRICE – FIRM-FIXED PRICE (FFP) and
B.7 HOURLY RATES AND TASK ORDER CEILING PRICE – TIME AND- MATERIALS
(T&M).
Throughout the document, the Government uses “TBD” or “GFI” to designate a Government Fill-in and “OFI” to designate a section to be filled-in by the Offeror.
Offerors should ensure its company is listed in the on-line database for the following:
System for Award management: https://beta.sam.gov/
U.S. Department of Labor Veterans’ Employment and Training Service, VETS-4212 Reports: https://vets4212.dol.gov/vets4212/
Date Universal Numbering System (and the transition to the US Government’s unique entity identifier (UEI)): https://www.gsa.gov/about-us/organization/federal-acquisition-service/office-of-systems-management/integrated-award-environment-iae/iae-information-kit/unique-entity-identifier-update
The successful offeror must pass an Equal Employment Opportunity (EEO) clearance before contract award (See FAR 22.805).
All Offerors that submit a proposal in response to Task Categories A-C must have a Secret Clearance in accordance with Federal Acquisition Regulation (FAR) clause 52.204-2, Security Requirements, NASA FAR Supplement (NFS) clause 1852.204-75, Security Classification Requirements, and Section J, Attachment J-5, DD Form 254, Contract Security Specification, at the time of submittal of their proposal.
To provide evidence of a Secret clearance, offerors must possess a Facility (Security) Clearance (FCL) at the SECRET level at the time of proposal. Further, Offerors must provide documentation of current FCL with proposal.
If an offeror fails to provide evidence of an FCL with any proposal associated with Task Categories A-C, the proposal will be considered unacceptable. All unacceptable proposals will be eliminated from further evaluation.
NASA originally requested feedback on the overall procurement strategy through the SEAM II Sources Sought Synopsis 80JSC020SEAMII, issued on January 27th, 2020. Key aspects of that feedback have been incorporated into this DRFP. Most notably, areas where the Government has used your feedback include:
• IDIQ Minimum Order Quantity
• Procurement schedule adjustments including; DRFP release date, Final RFP release date, and Proposal development time period
• Length of Contract Ordering Period
In continuing our dialogue with industry, further feedback is appreciated on the DRFP that will help NASA achieve its goal to provide a streamlined ordering process for a wide range of engineering services and solutions to design, develop, test, and evaluate new hardware, address system and component obsolescence and support the sustainment, alteration, and improvement of the Neutral Buoyancy Laboratory (NBL), Space Vehicle Mockup Facility (SVMF), Mission Control Center (MCC), Space Station Training Facility (SSTF), aircraft, aircraft programs, projects, activities, and other NASA and JSC projects. Specific areas where feedback is requested to meet NASA’s goal, or to promote understanding of the requirement, include:
• Task Category structure
• Government Furnished Equipment, Property and Services (GFEPS) information requirements
• Potential Organizational Conflicts of Interest (OCI)
• Any other unique terms and conditions
• Section M Evaluation Criteria
Again, comments and questions to this DRFP are highly encouraged. For assistance in formulating comments and questions and in the preparation of proposals, a collection of reference documents is available through the SEAM II Attachments/Links menu item on the Governmentwide Point of Entry (GPE) website. The web address is https://beta.sam.gov/.
For consideration in preparation of the Final RFP, all inquiries or comments concerning this DRFP shall be submitted in writing on or before August 18, 2020. They may be submitted anonymously, if desired, through the SEAM II beta.sam.gov SEAM II posting, which can be accessed via https://beta.sam.gov/.
Please title the e-mail note, “Questions/Comments-SEAM II RFP” in the subject block and make sure to include the e-mail, name, and daytime phone number of the person submitting questions or comments.

Please title the e-mail note, “Questions/Comments-SEAM II RFP” in the subject block and make sure to include the e-mail, name, and daytime phone number of the person submitting questions or comments.
Comments and questions will be addressed prior to release of the Final RFP. If a respondent believes their questions/comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately. However, questions that are marked as containing confidential, proprietary, competition sensitive or business information will not be provided a Government response.
Oral communications are not acceptable in response to this notice.
After release of the final RFP, the SEAM II Contract Pre-Proposal Conference is anticipated to be held on September 9, at 2:00 PM online via Microsoft Teams. For additional information on the conference, please refer to the SEAM II Draft RFP. More information will be available in the coming weeks.
Reminder: Questions and comments submitted in response to the DRFP will be separated from, and have no bearing on, subsequent evaluation of proposals submitted in response to any resulting final RFP. The use of ideas, questions, and comments to structure the final RFP is at the discretion of the Government. Eligibility in participating in a future acquisition does not depend upon a response to this notice. The Government will not critique a potential offeror’s comments, and the DRFP should not be used by offerors to market their products/services. The DRFP does not commit the Government to award a contract nor does it obligate the Government for costs incurred in the preparation and submittal of proposals in anticipation of a contract.
Responses to questions will be available on https://beta.sam.gov/. Additionally, please note that the Section M Evaluation Criteria provided in this DRFP are being provided as pre-decisional, notional information at this point in time because the Government has not yet made a decision regarding the evaluation criteria that will actually be used for this procurement. The official evaluation criteria will be stated in the Final RFP.
Once again, thank you for your interest in this procurement activity, and we look forward to our continuing dialogue.
Roger M. Roberts
