Modification 2: SEAM II Questions and Responses
# Reference Page No. Question Response
1 Cover Letter Page 2 There appears to be a conflict in the timing to submit questions on the draft RFP. The announcement states “All inquiries or comments concerning this DRFP shall be submitted in writing via e-mail to the undersigned on or before August 12, 2020, at 4:00 p.m.
Central Time.” However, the SEAM II Draft RFP - 80JSC020R0045.pdf document states that “For consideration in preparation of the Final RFP, all inquiries or comments concerning this DRFP shall be submitted in writing on or before August 18, 2020.”
Which timeline for submission is correct?
The correct date is the date provided in the beta.sam.gov announcement, which is August 12, 2020 at 4 P.M. Central.
However, due to the discrepancy between documents, the Government will allow questions concerning the DRFP to be submitted in writing on or before August 18, 2020 at 4 P.M. Central.
The response date has been updated in beta.sam.gov to reflect August 18, 2020 at 4 P.M.
Central.
2 Cover Letter and Section L.21
2, L-L-3 There are two different dates for the Pre-Proposal Conference: August 24 and September 2. Would the Government please clarify? Is the date firm and would the Government please provide the link for registering for the virtual event?
The correct date for the Pre-Proposal Conference is September 2, 2020. The Request for Proposal will be modified to ensure that all dates reflect the correct September 2, 2020 date.
The Government will provide a future modification to www.beta.sam.gov that will provide all information necessary to register for the virtual Pre-proposal conference.
3 Section M.1.1 M-3 SEAM Technical Library is referenced in Section M with a link, but does not appear to be available. Is the Technical Library available and would the Government please provide the instructions for gaining access to it?
At this time, the documents that will comprise the technical library are not available.
The Government will provide a future modification to www.beta.sam.gov that will provide all information necessary to gain access to the documents contained in the technical library.
4 Section L31.1 and Relevant Past
L-L-14 and L_32_1
Section L states that the maximum number of contracts that can be used is 6 and with a maximum of three tasks per contract, while the header of the matrix indicates 10 contracts may
The Government will modify the RFP to allow Offerors to provide up to 10 contracts to demonstrate Past Performance.
http://www.beta.sam.gov/
Performance Matrix be used with 3 tasks each being referenced.
Would the Government please consider clarifying the number to be 10 contracts, as was the case on SEAM I, which gave more flexibility to small business teams to cover all of the very diverse critical categories? This limitation is especially severe given the expanded requirements of Category D.
Specifically, Section L31.1.a has been modified to state the following:
“The total number of contracts listed for each Task Category shall not exceed ten. For each critical capability in the matrix, Offerors may list up to three relevant tasks from those ten contracts. It is important to note that a single task can provide past performance in multiple capabilities. Likewise, a single contract can include multiple relevant tasks.”
