TO: Distribution
SUBJECT: Charter for Dynamic Events Working Group (DEWG)
OFFICE OF PRIMARY RESPONSIBILITY: International Space Station (ISS) Systems Engineering & Integration Office
1.0 PURPOSE
The DEWG is the bilateral engineering forum that coordinates the exchange of technical data, establishes baseline operations plan, determines solutions for ISS dynamic operations, appendages positioning and propellant expenditures relative to certain, key dynamic events including but not limited to: visiting vehicle proximity operations, propellant purges and thruster tests.
This working group provides a forum to resolve technical and schedule issues related to the engineering tasks listed in Section 2.0 Scope.
This charter establishes the scope of DEWG responsibilities and authority, membership, and specific operating policies.
2.0 SCOPE
The DEWG is responsible for the following engineering tasks:
· Identifying potential ISS dynamic events,
· Provide data on safety of dynamic operations,
· Determine ISS attitude for dynamic events,
· Assess lighting conditions,
· Evaluate Visiting Vehicle and ISS trajectory,
· Determine timing of specific events,
· Provide inputs for thermal assessment,
· Evaluate available communication,
· Provide initial conditions for Solar Array Working Group,
· Coordinate power generation analysis,
· Perform Solar Array Constraint Matrix (SACM) assessments.
3.0 POLICY
The DEWG will be operated in accordance with ISS Program Partner Program Directive (PPD) 522, International Space Station (ISS) Policy for Multilateral Control Board and Control Panel Operations, with specific DEWG operations specified in this section.
Based on ISS Flight Program developed by the Flight Program Integration Panel (FPIP), the DEWG will develop Dynamic Events Plan for all ISS dynamic events.
The DEWG has primary responsibility for the development and management of the Dynamic Events Plan that will be reviewed and concurred by Vehicle Integrated, Performance, Environments, and Resources Systems Engineering Panel (VSP), Multilateral Systems Engineering and Integration Control Board (MSEICB), Space Station Program Control Board (SSPCB) and/or ISS Mission Management Team (IMMT).
Any changes to the Flight Program that cause changes to Dynamic Events Plan will be discussed in the framework of DEWG and reported to MSEICB, SSPCB and/or IMMT with proposed plan for issue resolution.
3.1 Meeting Frequency
The DEWG will conduct monthly meetings via video/tele conferences; however, meetings may be canceled, rescheduled, or added at the discretion of the Working Group Chairs. Any member of the working group may also request the Chair to schedule a meeting.
The DEWG will conduct semi-annual face-to-face meetings to develop Dynamic Event Plans.
3.2 Responsibilities
The DEWG members are responsible for ensuring that decisions are made based on the information received from all DEWG members. Members can designate alternates for specific agenda items, as desired. Members are responsible for ensuring that the necessary technical support is provided at DEWG meetings based on the specific agenda items scheduled for each meeting.
3.3 Member Coordination
The DEWG will make every attempt to make decisions by consensus. If consensus cannot be reached due to a significant cost, schedule or programmatic impact for the dissenting member, the issue will be referred to MSEICB and/or IMMT for resolution.
3.4 Appeal
Any DEWG member can appeal a decision to the MSEICB and/or IMMT.
