The National Aeronautics and Space Administration (NASA), Lyndon B. Johnson Space Center

(JSC), is hereby issuing the Final RFP for qualified firms that meet the classification described below for the CLPS On-Ramp 2019 solicitation. The principal purpose of this requirement is to acquire end-to-end commercial payload services between the Earth and the lunar surface for

NASA Headquarters' Science Mission Directorate, Human Exploration and Operations Mission

Directorate, and Space Technology Mission Directorate. The contractor shall provide all activities necessary to safely integrate, accommodate, transport, and operate NASA payloads using contractor-provided assets, including launch vehicles, lunar lander spacecraft, lunar surface systems, Earth re-entry vehicles, and associated resources. The Statement of Work, Attachment

A, describes the scope of the requirement.

Offerors are advised to read all of the Final RFP requirements contained herein in the RFP. The following information should be considered in proposal preparation.

ACQUISITION STRUCTURE:

The CLPS On-Ramp 2019 acquisition will be conducted as an “Other than Full and Open

Competition,” limiting sources to domestic providers for the purposes of industrial mobilization.

The North American Industry Classification System code for this acquisition is 481212 and the small business size standard is 1500 employees.

This competitive procurement allows for the on-ramping of additional vendors to the existing

Delivery Indefinite-Quantity (IDIQ) contracts with the ability to issue FFP task orders. The anticipated contract award and effective date is October 15, 2019. The contracts will have an effective ordering period of approximately 9 years from the contract’s effective date through

November 29, 2028.

Government Property List, if applicable, and included as part of the task order level competition.
