Task Order (TO) #1 - User's Guide:

Purpose of User’s Guide:

The intent of the User’s Guide is to provide an overview of Vendor landing vehicle capabilities and services. The User’s Guide is a planning document necessary for NASA to optimize payload selection and development as well as overall mission planning. This document should be provided by all vendors for their landing platforms used under the CLPS program. The User’s Guide will help NASA with mission payload planning and to understand how NASA payloads can be placed on CLPS lunar landers. The User’s Guide is not intended for detailed design use.

Vendors should update the User’s Guide as designs/capabilities change to facilitate maximum compatibility with future NASA payloads. NASA intends to make the User’s Guide widely available within NASA to illustrate current capabilities and services of our Vendors; if a vendor wishes to include proprietary data in the User's Guide, the document shall be marked as proprietary.

Period of performance for TO:

Is task order authority to proceed date plus five months.

Pre-requisites:

There are no pre-requisites for this task order.

Submission Schedule:

Vendors may choose to submit a User’s Guide at any point prior to the end of the period of performance. User’s Guide approval, to be provided in writing by the COR, is required prior to bidding on mission TOs. Vendors can submit an updated User’s Guide at any time during the life of the contract, and are strongly encouraged to do so as capabilities and services evolve.

Selection for Award:

Each Vendor who submits an approved User’s Guide is eligible for a maximum of one User’s Guide award over the life of the contract.

Deliverables:

A User’s Guide, capable of being publically accessible, hosted on a Vendor web platform, and delivered via hyperlink that is accessible by NASA CLPS personnel.

Mission Success Criteria:

Vendors may choose any organizational design, layout, and structure that best communicates their requirements of the User’s Guide, provided that the document adequately describes capabilities and meets the minimum acceptable criteria outlined in this TO.

Milestones:

Delivery of User’s Guide

Requirements:

Interface requirements (from NASA payload)

Describe the interface(s) available to NASA for its payloads.

Service needs (for NASA payload)

There are no service needs.

IT Security implications

There are no IT security implications.

Evaluation Criteria:

Technical:

An acceptable User’s Guide must contain, at a minimum, the following sets of interface definitions:

1) Payload mass (capability to the lunar surface) – User’s Guide must outline how much mass is available for NASA payloads.

2) Payload power – The User’s Guide must describe how much power is available to NASA payloads across all phases of the mission and the physical interface(s) to the lander power system.

3) Payload volume – The User’s Guide must describe the volume(s) available for NASA payloads and the relative location of those volumes on the lander.

4) Payload mounting structure – The User’s Guide must describe how NASA payloads will be mounted on the lander, including any specific mounting instructions.

5) Payload communications – The User’s Guide must describe what communication capabilities are available to NASA payloads, including interface connections, bandwidth capabilities, and data flow instructions for all phases on the mission.

Price:

NASA will pay Vendors $25,000 upon delivery of a complete and approved initial User’s Guide.

Past Performance Requirements:

There are no past performance requirements for this TO.

NASA Pricing Instructions:

Vendors are encouraged to provide additional detail beyond the minimum acceptable standard described above. More information about the vendor’s capabilities will enable NASA to plan a more extensive suite of missions. However, NASA will not pay additional funding for additional content. All TOs are firm fixed price.

Payment schedule:

Payments will be made to Vendor for a properly submitted invoice within 30 business days of receipt of a complete and COR approved User’s Guide.
