Research, complete, and enter specific NASA Environmental Tracking System (NETS) data for all required data calls (may include pollution prevention cost avoidance, product procurement report, archeological, environmental functional management, hazardous waste, waste minimization, affirmative procurement, and inspections/compliance status).

f. Prepare, and routinely update, compliance program metrics as required for ISO program requirements, and any internal programmatic meetings/requirements. Specific metrics will be determined/described by the NASA PM, and/or the NASA WSTF Environmental Office Chief.

Amendment 002 - Attachment L-2 Page 9 of 10

g. Provide a recognition program for site-wide activities that are beneficial to environmental compliance and sustainability program goals.

h. Attend all requisite environmental compliance program training.

Products and Services Required:

On-site support services are routinely required to complete the requirements of this task order. Note that a stand-alone site operations contractor task order to provide these various ordered services to environmental will be initiated by NASA and available to the ECO2 contract. For example, logistics may be required for sampling shipments, calibration may be required for unit equipment, photography and video may be necessary for compliance documentation, heavy equipment and maintenance/operations may be required day to day operations, chemistry lab support may be required for various samples and other internal site-specific services as necessary to maintain units and ensure compliance.

The contractor will ensure support is scheduled and completed as required, and any support required between both the environmental and site operations contracts will be organized, coordinated, and executed in a timely and proficient manner. Any proposed revisions to the ordered services task order will be communicated by the ECO2 contractor to the NASA PM for consideration.

Material and Travel Requirements:

Materials will be required to support the requirements of this task order in numerous multi-media compliance areas. Analytical procurements to address permit requirements, waste shipping and disposal requirements, containers and labels, and other supplies and equipment are routinely required. The contractor will provide all materials and services required to comply with permit and environmental compliance requirements.

Travel is authorized on this task order for project-specific requirements. The contractor will coordinate and manage an annual travel budget to ensure required travel in support of multi-media compliance is completed. Examples of travel include TSD audits, conferences, training, and agency meetings.

The payment of various fees to regulatory agencies may be required. This task order authorizes the payment of routine permit and waste management fees. Non-routine fees that may be incurred will be managed on separate task orders; for example, any RCRA permit renewal fees will be on a separate permit renewal task order.

Deliverables:

Deliverables are specifically described in the permits and associated regulatory agency documentation.

Assumptions:

Any NASA-requested or initiated changes to the overall defined scope will be addressed with task order revisions, as needed. The contractor may also initiate task order revisions for discussion and negotiation with the NASA PM, if applicable and appropriate.

• Met - Resources were available, product met customer's needs, and risks were identified in a timely fashion to meet project expectations.

• Did not meet - Poor communication resulting in resource problems, costly risk abatements, and overall non-acceptable project performance.

Definition of Submittal Quality:

Final signature ready submittal to NASA: All components of the document are included, including tables, figures, and appendices. Document is substantially free of typos, formatting errors, and grammatical errors; only minor changes/corrections will need to be requested by NASA. Contractor management has completely reviewed the document. Adobe PDF is ready, with all components of the document included, and all bookmarks and associated links fully functional.

The contractor will provide a certification statement to NASA, signed by the contractor Program Manager, certifying the submittal is accurate, complete, and ready for transmittal to the regulatory agency. The contractor certification is required for all submittals to regulatory agencies. The transmittal letter is ready for review when all supporting documents are prepared.

Note to Offerors: The matrix "Roles" above should be considered an example only. Offerors should provide the matrix roles consistent with their proposal data. Additionally, Offerors should place at least one "mark" (multiple is acceptable) in each appropriate cell per row indicating whether that Team Member (Program Manager, Prime, Subcontractor, Parent, Affiliate, etc) has Past Performance for the specified PWS Section(s) that it is responsible for. Leave cells "blank" if there is no Past Performance for that Team Member for that contract. Additional rows are columns may be added as necessary. Workbook Instructions

Attachment L-8 ECO2 Excel Pricing Model Instructions

RFP 80JSC017R0017 - Amendment 002

The Government intends to use a personal computer with Microsoft Excel to aid in the evaluation of the cost proposal. The workbook/file must be automated to the greatest extent possible. All formulas used in the workbook must be clearly visible in the individual cells and verifiable. Whereas linking among the spreadsheets within the workbook may be necessary; the use of external links (source data not provided to NASA) of any kind is prohibited. The workbook must contain no macros or hidden cells.

The EPM and all its associated workbooks shall not be locked/protected or secured by passwords.

When multiple versions of the same template are required, then submit the multiple templates inside one worksheet stacked vertically. For example, if the FBR is required for each year of a eight contract then eight vertically stacked templates will be submitted under a tab titled FBR under workbook xxxxxx-Company Name.xls

All electronic file/workbook names included in the Offeror’s proposal shall begin with the appropriate workbook acronym, hyphen, followed by the first three letters of the Offeror’s company name. For example: Assume the Offeror’s company name is ABC Company and the Offeror have completed the xxxxxx workbook; the workbook/file name would be xxxxxx-ABC.xls. Offerors shall use the Template acronyms below in naming individual worksheets/tabs within an Excel file/workbook:
