You are invited to submit a proposal in response to the National Aeronautics and Space

Administration (NASA) Goddard Space Flight Center’s (GSFC) Goddard Employees Welfare

Association (GEWA) Concessionaires’ Agreement solicitation. GEWA is a non-appropriated fund instrumentality of GSFC. The principal purpose of this requirement is to provide cafeteria, vending, and catering services to GSFC employees, contractors and visitors. The agreement will also include a condition that requires the cafeteria operator to provide a commission back to

GEWA and to support GEWA activities.

NASA will conduct this acquisition as a full and open competition. The North American

Industry Classification System (NAICS) code for this acquisition is 722310 and the small business size standard is $41.5M.

This competitive acquisition will result in a Concessionaires’ agreement. The agreement will have a 3 year period of performance and 4 option periods.

The anticipated contract award date is 11-01-2023, with a 12-31-2023 contract effective date.

The contract will be performed onsite at NASA GSFC.

Potential offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development.
