1) Please provide clarification of the terminology in RFP Section L.17 Cost Volume Instructions, Page
123, where in four locations it is stated:
“ … for all elements of the Statement Work with the exception of I.B.2 which starts at WBS Level 3, …” should these references in fact read
“ … for all elements of the Statement Work with the exception of I.B which starts at WBS Level 3, i.e. I.B.1, I.B.2, etc …”
Answer: Amendment 1 has been issued to correct this.
2) Please provide the Past Performance Questionnaire form that must be included as part of proposal submission. Additionally, please provide submittal instructions of the forms: Are questionnaires to be sent directly to NASA or are they to be included in the proposal submission?
Answer: A Past Performance Questionnaire is not a requirement under this solicitation.
Amendment 1 has been issued to clarify this.
3) Offeror was unable to locate a Past Performance Questionnaire in the final RFP. We assume that this is not a requirement and will be removed. Please confirm.

4) Does NASA anticipate the need for visas other than J‐1 in support of the NASA Postdoctoral Program‐2? If yes, please identify what other visa(s) NASA anticipates, and the number (of each) the Offeror should expect to support?
Answer: Any prospective contractor shall at a minimum be able to support J‐1 visa processing.
The capability to address other visa types at any level of capacity in support of the NPP is a business decision unique to all Offerors.
5) Offeror assumes any reference to providing safety and security as well as training for the same will reside with Offeror for our employees only and that the Host Organization will provide this for all fellows. Please confirm.
Answer: The offeror is responsible for safety and security (including training) of employees.
Host Organizations (Advisors) coordinate the safety and security briefings for the Fellows at the respective location. However, there are occasions/circumstances/issues that come up in contract performance that do not clearly fit into the categories of “safety and security”, and the expectation is the contractor will report to NASA, regardless of host site, concerns that the offeror has knowledge of that may impact the Fellows and work with NASA towards reasonable resolutions.
