2 Sections

B-M L-11 GSFC 52.215-203

Offeror Volume

GSFC 52.215-203(c)(2) instructs Offerors to furnish information for the Cognizant Government Audit Agency (i.e., Defense Contract Audit Agency (DCAA)), Cognizant Government Inspection Agency, and Cognizant Government Administrative Contracting Officer (i.e., Defense Contract Management Agency (DCMA)).

3 Sections B-M J-1 Attachment P

Hazardous Materials List

The solicitation requires that a Hazardous Materials List (Attachment P) must be submitted as part of the proposal. However, the solicitation does not include any instructions or guidance for what is required in a Hazardous Materials List.

Please clarify what the Government is requesting and when it is required to be submitted.

Per GSFC 52.215-210, Mission Suitability Proposal Instructions (Competitive), Subfactor B.9 – Safety and Health Plan (Page L-17), “The Offeror’s plan shall address its approach to handling the hazardous materials identified in Section I, “Hazardous Material Identification and Material Safety Data” (FAR 52.223-3- -Alternate I), if applicable.”

If applicable, Offerors must provide a Hazardous Materials List pursuant to Section I clause, FAR 52.223- 3--Alternate I. The Hazardous Materials List (Attachment P) is to be provided with proposal.

GSFC 52.215-210

Mission Suitability

Instructions (Competitive)

Can the Government please clarify how to document page numbers/page counts within the Mission Suitability Volume since several required elements fall outside the page count, but are comingled within the outline of items that fall within the page count?

For example, the Management Approach section requires page tracking for B.6 (Staffing), but not the section above, B.5 (Phase-in Plan). Similarly, the B.7 (Quality Assurance Plan) falls outside the page count, but B.8 (Property Management) does not.

In accordance with the RFP instructions, “Offerors may utilize its own unique numbering structure provided the compliance matrix provides clear traceability to each of the Subfactor requirements.”

See GSFC 52.215-210(c), Mission Suitability Proposal Instructions (Competitive).

5 Sections B-M L-29 Cost Volume Instructions

Near the bottom of page L-29, in the discussion of the BOE it states, “BOEs must be provided labor intended be fulfilled Subcontractor support, following the above specified format.”

Wording is unclear, please clarify.

Sentence should state, “BOEs must include labor intended to be fulfilled by Subcontractor support, following the above specified format.”

Sentence will be revised via a forthcoming RFP Amendment.

6 Sections B-M L-29 Cost Volume Instructions

Near the bottom of page L-29, in the discussion of the BOE it states, “BOEs must be provided labor intended be fulfilled Subcontractor support, following the above specified format.”

What format is this paragraph referring to?

Per paragraph (a) Direct Labor Hours, “As a minimum, include the following information in the BOE in the format that is most convenient, preferably the format which shall be used for the actual contract performance.”

7 Sections B-M

L-28

L-29 Cost Volume Instructions

Please confirm the Government is requesting up to 2 pages of BOE information per WBS Level III. By our count, there are 74 PWS elements at the 3rd level meaning that there will be up to 148 pages of BOEs.

Is this the Government’s intent?

The BOE information to be provided should have been requested at WBS Level II, not WBS Level III. The Government still limits 2 pages per WBS Level.

The Government will revise the BOE information to be provided per WBS Level II in a forthcoming RFP Amendment.

8 Sections B-M

L-28

L-29 Cost Volume Instructions

Mission Suitability

Instructions (Competitive)

Subfactor C – Small Business Utilization (SBU)

(1) Will companies bidding as small businesses be required to submit a Small

Business Subcontracting Plan?

(2) If Small Businesses are exempt from the Small Business Plan requirement, how will the Government allot the points assigned to this requirement to a Small Business to ensure a fair and equitable evaluation of best value?

(1) Small Businesses are not required to submit Small Business Subcontracting Plans.

(2) Per Subfactor C – Small Business Utilization (SBU), The evaluation of Commitment to Small Business Program applies to all Offerors. Since Small Businesses are not required to submit subcontracting plans, NASA will only evaluate the amount of work that the small business Prime and any small businesses proposed to perform at the first tier subcontract level. The proposed amount of work that the Prime small business and first tier small business Subcontractors will perform will be evaluated against the Contracting Officer’s assessment of the overall subcontracting goal for this procurement. For small business Primes and their first tier Subcontractors, individual subcontracting goals by small business categories will not be evaluated.
