Additional Offeror Questions and Government Responses for Coronagraph RFP
April 16, 2024
1. Question: The Proposal Instructions state “A proposed Significant Subcontractor or JV partner shall complete Exhibits 1, 2A, 2B, 3, 4, 7, 8, and 9 and provide the supporting information that is requested from the Prime Offeror or JV Entity.” This statement is in partial conflict with the Exhibits themselves, provided more recently, which show Exhibits 2A, 2B, 3, 4, 5, 6, 7, 8, 9A, 9B, 10, and 11 must be filled out by Significant Subcontractors. Please clarify which Exhibits must be filled out by Significant Subcontractors.
We recommend that Exhibits 1, 10 and 11 be limited to the Prime Contractor only.
Based on the original RFP, subcontractors were not notified that they would need to submit small business subcontracting goals for the proposal, although they have been notified that they will be required to prepare and adhere to a small business plan once they are under contract.
Response: The Government confirms Exhibit 1 and 10, and 11 are to be completed by the Prime or JV Entity only.
Exhibit 2A, 2B, 3, 4, 5, 6, 7, 8, 9A, 9B are to be completed by the Prime, JV Entity, and Significant Subcontractor.
Headers in the Government provided Cost Exhibits providing check boxes for Prime Offeror or Significant Subcontractor are template language and do not necessarily reflect the party required to complete the exhibit.
2. Question: BOEs are limited to 3 pages per WBS level. Because some WBS elements will have more scope than others, is it acceptable to limit all the BOEs to 3 pages x the number of Level-3 WBS elements. For example, if there are 10 level-3 WBS elements, then the total number of BOE pages is limited to 10 x 3 = 30 pages, not 3 pages per element.
Response: The BOE page limit will remain unchanged at 3 pages per WBS Level.
