About this file
This document is an amendment to a federal solicitation for the Space Weather Next L1 Series Suprathermal Ion Sensor (STIS). The amendment revises the source selection and evaluation factors for the competitive negotiated acquisition. Specifically, it removes the requirement to follow the NASA Source Evaluation Board procedures and makes the Cost factor approximately equal in importance to the combined Mission Suitability and Past Performance factors. The original solicitation is for the design, development, fabrication, integration, testing, verification, evaluation, launch support, and mission operations of the STIS instrument, which is an ion spectrometer that measures solar ejecta to aid in predicting the arrival and strength of coronal mass ejections. The solicitation is being issued by NASA's Goddard Space Flight Center and NOAA.

1. Revise GSFC Provision 52.215-300 entitled “SOURCE SELECTION AND EVALUATION FACTORS - GENERAL (SEP 2019)” located on page M-1 as follows:
From:
GSFC 52.215-300 SOURCE SELECTION AND EVALUATION FACTORS - GENERAL.
(SEP 2019)
(a) Source Selection
This competitive negotiated acquisition shall be conducted in accordance with FAR 15.3, "Source Selection", and NASA FAR Supplement (NFS) 1815.3, same subject. The Source Evaluation Board procedures at NFS 1815.370, "NASA Source Evaluation Boards" will apply.
The attention of offerors is particularly directed to NFS 1815.305, "Proposal evaluation" and to NFS 1815.305-70, "Identification of unacceptable proposals".
A trade-off process, as described at FAR 15.101-1, will be used in making source selection.
(b) Evaluation Factors
The evaluation factors are Mission Suitability, Cost, and Past Performance. These factors, as described at NFS 1815.304-70, will be used to evaluate each proposal. This Section M provides a further description for each evaluation factor. Only the Mission Suitability factor is numerically scored.
(c) Relative Order of Importance of Evaluation Factors
The Cost Factor is approximately equal in importance to the combined importance of the Mission Suitability Factor and the Past Performance Factor. As individual Factors, the Cost Factor is the most important and the Mission Suitability Factor is more important than the Past Performance Factor.
