About this file
This document contains an amendment to a solicitation and the related solicitation for the Space Weather Next L1 Series Suprathermal Ion Sensor. The amendment revises the scope of work and mission suitability proposal instructions sections of the solicitation.
The solicitation is for the design, development, fabrication, integration, testing, evaluation, launch support, and maintenance of ground support equipment and mission operations for the Space Weather Next L1 Series Suprathermal Ion Sensor. This instrument will measure ion fluxes across a range of energies to characterize solar ejecta such as coronal mass ejections and their impact on arriving at Earth. The National Aeronautics and Space Administration Goddard Space Flight Center and National Oceanic and Atmospheric Administration are seeking proposals for this sensor to support the Space Weather Next Program. Offerors should review the solicitation and amendments and monitor the website for any further amendments. Prospective offerors are encouraged to notify the issuing office of their intent to submit an offer.

1. Revise GSFC clause 52.211-91 entitled “SCOPE OF WORK. (FEB 2016)” located on page C-1.
From:
GSFC 52.211-91 SCOPE OF WORK. (FEB 2016)
The Contractor shall provide the personnel, materials, and facilities, except as otherwise specified in this contract, necessary to perform the work and to furnish the items specified in the Supplies and/or Services To Be Provided clause of this contract in accordance with the Statement of Work, Attachment A; Requirements Specification, Attachment B; Contract Deliverable Requirements List, Attachment C; and Mission Assurance Requirements, Attachment D; Safety and Health Plan, Attachment N.
(End of clause)
To:
GSFC 52.211-91 SCOPE OF WORK. (FEB 2016)
The Contractor shall provide the personnel, materials, and facilities, except as otherwise specified in this contract, necessary to perform the work and to furnish the items specified in the Supplies and/or Services To Be Provided clause of this contract in accordance with the Statement of Work, Attachment A and the contract attachments listed in GSFC 52.211-101, located in Section J.
(End of clause)
2. Revise “Mission Suitability” information contained in GSFC Provision 52.215-210 entitled
“MISSION SUITABILITY PROPOSAL INSTRUCTIONS (COMPETITIVE). (MAY 2022)”
located on page L-14.
From:
1. MISSION SUITABILITY
1.5 SCHEDULE - Provide a detailed schedule consistent with the preparation requirements for DID RM-5, at the instrument and subsystem level, showing the critical path for the development of the Magnetometer from contract award through delivery of both flight models (FM). Define all slack/float for all major aspects of the schedule. Offerors are encouraged to propose a schedule that can be completed earlier than the contract requirements if that schedule can be adequately supported.
1.8 ALGORITHM AND CALIBRATION COEFFICIENT DEVELOPMENT – Explain the proposed strategy/approach to the sensor processing algorithm and calibration factors development and verification as described in the preparation requirements for DIDs I&T-5, I&T- 6, OPS-5, and OPS-6, Calibration Program Plan, Calibration Data Books, Ground Processing Algorithms Test and Validation Plan, and Ground Processing Algorithm Document.
1.9 CLASS C WITH 5-YEAR OPERATIONAL LIFE – Explain the proposed strategy/approach to developing and meeting NASA Payload Risk Classification C for a 5- year mission operational life at the Lagrange-1 orbit to include the approach to system reliability assumptions and assessments as described in the preparation requirements for DIDs MA-1, MA-4, and MA-5, Reliability Program Plan, Reliability Predictions, and Limited Life Items List, and the design approach to parts/components selection, redundancy, and cross[1]strapping methods.

1.5 SCHEDULE - Provide a detailed schedule consistent with the preparation requirements for DID RM-3, at the instrument and subsystem level, showing the critical path for the development of the Magnetometer from contract award through delivery of both flight models (FM). Define all slack/float for all major aspects of the schedule. Offerors are encouraged to propose a schedule that can be completed earlier than the contract requirements if that schedule can be adequately supported.
