This amendment makes the following administrative changes:

A. The changes to the solicitation are as follows:

Section C, Clause GSFC 52.211-91

FROM

The Contractor shall provide the personnel, materials, and facilities, except as otherwise specified in this contract, necessary to perform the work and to furnish the items specified in the Supplies and/or Services To Be Provided clause of this contract in accordance with the Statement of Work, Attachment A; Requirements Specification, Attachment B; Contract Deliverable Requirements List, Attachment C; and Mission Assurance Requirements, Attachment D; Safety and Health Plan, Attachment N.

TO

The Contractor shall provide the personnel, materials, and facilities, except as otherwise specified in this contract, necessary to perform the work and to furnish the items specified in the Supplies and/or Services To Be Provided clause of this contract in accordance with the Statement of Work, Attachment A; Requirements Specification, Attachment B; Contract Deliverable Requirements List, Attachment C; Mission Assurance Requirements, Attachment D; Safety and Health Plan, Attachment N; and all contract attachments listed in clause GSFC 52.211- 101.

(a) The Contractor shall ensure that flight qualified assemblies and parts that are residual inventory under this contract are properly stored in a secure area that is certified for electostatic discharge (ESD) handling. The parts shall be handled in accordance with electrostatic discharge (ESD) standards and procedures. The Contractor shall also maintain a system to ensure that the associated heritage, test, and qualification documentation is available and traceable to such individual items of inventory.

1.5 SCHEDULE - Provide a detailed schedule consistent with the preparation requirements for CDRL RM-4, at the instrument and subsystem level, showing the critical path for the development of the SWiPS from contract award through delivery of both flight models (FM). Define all slack/float for all major aspects of the schedule. Offerors are encouraged to propose a schedule that can be completed earlier than the contract requirements, if that schedule can be adequately supported.

If the offeror’s system will not be compliant by the proposal due date, then a comprehensive plan containing the information called out in Section L NFS provision 52.234-1(b)(1) needs to be submitted with the proposal.

The cover letter specifically calls out proposal response submission through EFFS Box, however the attachment titled "SF33 SWN SWiPS RFP.pdf '' appears to be a shipping label for submitting a physical paper copy of the proposal to Goddard.

Is a paper copy proposal submission required for the call?

Or, is the only necessary submission method EFFS box submission?

Submission through EFSS Box is the only required submission method.

I’d like to point out an inconsistency in section 4.1.5 Refresh Rate and Latency of Attachment+B+-+REQ+SPEC+- +L1+Series+SWIPS+1-11-2023.pdf

The requirement “The L1 Series mission will make Solar Wind data available to SWPC forecasters within 3 minutes of the completion of each data acquisition.” is inconsistent with SWiPS-136: The SWiPS ground processing algorithms contribution to data latency of the SWiPS Level 2 algorithm output shall be ≤ 236 seconds.

The data latency requirement of ≤ 236 seconds has a longer duration than the 3 minute requirement of making Solar Wind data available to SWPC forecasters.

Section 4.1.5 Refresh Rate and Latency of Attachment B - REQ SPEC - L1 Series SWIPS 1-11- 2023 should read as follows:

4.1.5 Refresh Rate and Latency

The L1 Series mission will make Solar Wind data available to SWPC forecasters within 5 minutes of the completion of each data acquisition.

SWiPS-134: The SWiPS shall have a refresh rate of the ion velocity, density and temperature data acquisition and output of ≤ 60 sec.

SWiPS-135: The processing of a completed on-orbit data collection by the instrument and the transmission to the spacecraft shall contribute ≤2 seconds to the overall latency of the solar wind data product.

SWiPS-136: The SWiPS ground processing algorithms contribution to data latency of the SWiPS Level

2 algorithm output shall be ≤ 236 seconds.

File “ Attachment B - REQ SPEC - L1 Series SWIPS 1-11-2023” will be replaced with file “Attachment B

- REQ SPEC - L1 Series SWIPS, Rev 1”.

Can you please tell us whether references/the bibliography are included in the 45 pages of the Mission Suitability Volume?

In accordance with provision GSFC 52.215-201 Proposal Preparation - General Instructions. (APR 2022), references/bibliography are included in the 45-page limitation.
