# Questions Responses
1 Subsection L.19 – (a) Proposal Format and Organization – (1) Offerors shall submit proposals in three volumes as specified below: I Offer Volume, II Price Volume. This indicates 2 volumes not 3. However, lower on the same page and into the next under proposal content and page limitations, there is indication of 3 volumes. Can you please clarify which is correct 2 or 3 volumes?
The Offerors shall submit proposals in two volumes (Volume I – Offer Volume and Volume II Price Volume).
2 Subsection L.21 Offer Volume – (a) indicates SF 33 however I do not show this document was provided, only SF1442, please advise?
Subsection L.21 Offer Volume – (a) should of read SF 1442 not SF 33.
3 Subsection L.21 Offer Volume – (c) Additional information to be furnished, (1) Business systems. Can more information be provided as to what items specifically require government acceptance and approval and furthermore what items or documents are considered an acceptable form of proof that all business systems are adequate, and accepted?
Accounting, material management, purchasing, and property control are a few examples of business systems. Your company’s Administrative Contracting Officer’s (ACO) should be able to provide you with information regarding the company’s business systems. The Defense Contract Management Agency (DCMA) perform contractor business system reviews and issues business systems reports to the ACO.
4 Per Attachment G Item 9, it appears that the SSHO and Superintendent can be the same person. Please confirm.
Yes, Per Attachment G Item 9 and as indicated in Specification Section 01 35 26 the SSHO may also serve as the Superintendent.
5 The scope of work states that the 4” HDPE Direct Bury pipe is to be red. This is a non-standard item. Please confirm that the pipe can be black with red stripes which is typical for this type of installation.
Pipe shall be solid red impregnated HDPE.
6 Please confirm that Detail 1 on sheet E-601 is not applicable as there is no LV cable and the scope of work and remaining drawings state the conduit for MV Cable is to be 4” not 5”.
Detail 1 is applicable as indicated on the drawings. See ES-401 for example. MV Cable in duct bank shall be installed in 5” PVC Type EB Conduit as indicated on Detail 1 Sheet E-601. MV Cable installed in directional bored duct shall be installed in 4” Red Impregnated HDPE as indicated on Detail 1 & Detail 2 on Sheet E-605.
7 Would a substitution of larger sectionalizes be acceptable in lieu of the additional manhole?
Bid job per drawings.
8 Please confirm which testing spec to follow. Section 33 71 02-27 3.18.1.1.b2 or Section 260513 (3.2) specifies a DC Hipot test
Provide cable testing per Section 01 86 26.07, Section 33 71 02, and
NETA ATS.
9 Confirm Interrupting rating E701 pad mount switch schedule states 16ka, individual switch schedules on 701 state 12.5ka.
Switchgear shall be 16KA SYM as indicated on the Padmount Style Switchgear Schedule and to match existing switchgear onsite.
10 26 13 00 2.1.4 confirm no automatic switch controls are required. No automatic switch required.
11 26 13 0 2.1.4.1 confirm no motor operators are required No motor operators required.
12 Please clarify if G/S 3D3 is to be relocated or new. Switch G/S 3D3 shall be new.
13 Will all buildings be required to be done after hours or weekends? If not, please clarify which buildings can be during normal business hours.
Assume all building outages will occur after hours or weekends.
14 Per the one line from G/S 3A8 to G/S 3D1 the feeder length is approximately 1,200 L.F. Should we consider adding an additional manhole in between these two switches.
Bid job per drawings and specs.
15 Drawing E701 calls for single phase pad mount transformers. RFP calls for 3 phase transformers. Please confirm what style transformer should be priced.
Provide transformers per drawing E701.
16 For the directional bore conduit. Specs state to provide red conduit. Can SDR 13.5 be used instead of schedule 80. The schedule 80 red conduit is 18 weeks out. SDR
13.5 is 2 weeks out.
Bid job per drawings and specs.
17 SF1442 Item 13.d 60 calendar days is inserted for proposal validity duration. Page 72 indicates 90 days. Which is correct?
90 days
18 We did not receive SF33, are we to use SF33 or SF1442? See page 71 L.21(a) Subsection L.21 Offer Volume – (a) should of read SF 1442 not SF 33.
19 Page 74 of RFP say the Offeror shall submit proposals in 3 volumes as specified below. Below only showed 2 volumes; Price and Offer Volumes. Further down same page 3 volumes are listed. Please clarify number of volumes to be submitted.
The Offerors shall submit proposals in two volumes (Volume I – Offer Volume and Volume II Price Volume).
20 Is a Bid Bond required? Yes, bid bond required.
21 Page 73 under (1) Business Systems, 3rd paragraph references FAR 16.301-3, mentions award of cost-reimbursement contract, this contract is a firm fixed price type contract. What exactly is the gov’t looking for?

22 Where are the exhibits provided in the RFP to convert from PDF to Excel? Page
There are no exhibits provided in the RFP. The following sentence shall be deleted from the RFP: "While the RFP provides these exhibits in PDF format, instructions for converting from PDF format to Excel can be found in the Cost Volume Instructions provision".
23 We cannot locate the Cost Volume Instructions provision. Where can we find this provision? Page 68

24 Volume I - Technical Acceptability says Block 14 through 20C must be completed. Block 17 contains the price. Do you want the price to be shown in this volume 1?
Yes.
25 Volume III - Price please clarify what should be in this volume III, N/A. The Offerors shall submit proposals in two volumes (Volume I – Offer Volume and Volume II Price Volume).
26 Volume I Offer Volume – L.20 consists of instructions for uploading to the EFSS.
Please provide instructions for what should be included in Volume I.

27 With the extreme delays in getting equipment delivered will the Government waive delay fees due to the deliveries of equipment?
Once construction has started contractor will have to request a no cost extension and the government will have to evaluate if the delay is due to the contractors lack of performance or manufacturer equipment delays before an extension can be granted.
28 The Solicitation calls for work to be performed in 365 days. At the Prebid, it was stated that an additional 360 days would be added if the Option is awarded. Please confirm this is correct.
Base bid contract duration is 365 days. If Option 1 is also selected then contract duration will be 730 days.
29 The Solicitation calls for work to start within 15 calendar days of NTP. With the delays in equipment, when will the NTP begin?
NTP will be given typically 30-60 days after award.
30 The solicitation states the SSHO and QCM can’t be the same person. Can the Superintendent be dual hatted and fill one of those positions if qualified?
SSHO and QCM or the SSHO and super intendent can be the same person per Spec Section 01 35 26. The QCM and Superintendent have to be different personnel.
31 With work around the runway, will FOD fencing be required? FOD fencing not required, but contractor is required to keep job sites near airfield clean and clear of FOD.
32 With work around the runways, will any special signs, lights, or barriers be required?
No special signs, lights, or barriers will be required. Work on or near the airfield will need to be coordinated with the NASA Air Ops office 2 weeks in advance to deconflict
