Document Reference Question/Recommendation Government Response

1 ENCLOSURE BB

REPRESENTATIVE TASK ORDERS (RTO)

RTO 2 - The OMES-III LEO/Ozone RTO, Deliverables, System Requirements Document requires the contractor to “Document the new constellation requirements down to the detailed design level” a Please clarify whether the scope of the RTO is limited to mission design for the OzoneSat-1 mission, or whether the scope of the RTO includes mission design for a constellation of Ozone detecting satellites b Since this RTO covers pre-phase A through PDR, should the requirements be de-composed to the preliminary design level vs the detail design level?

a Yes, the RTO is limited to mission design for a constellation of Ozone detecting satellites as part of the

System Requirements Document deliverable b The RTO response is requesting decomposition of requirements from Pre-Phase A thru Preliminary Design Review (PDR) for the

OzoneSat-1 demo mission

To substantiate the Management (Staffing) Subfactor (B 6), will the Government add the following questions to the PP Questionnaire using questions from previous GSFC questionnaires? These questions were included in previous OMES procurements and have been removed These elements are critical to the execution of OMES III We request that the Government re-insert these questions to the general performance survey:

“Ability to design and/or deliver a product [service] that meets or exceeds performance requirements within costs and schedule” “Ability to handle fluctuating workloads” “Ability to build effective working relationships with associate contractors, subcontractors and the Government in a team environment ” The PP Questionnaire remains unchanged

OMES III Draft Request for Proposals Enclosure CC - Gov Pricing Model GPM Specified Labor Category Position Descriptions

The Draft RFP Enclosure CC includes Position Descriptions for 113 labor categories, however only 101 Labor Categories are identified within the GPM Will the Government please confirm that all 113 labor categories should be included in the appropriate Rate Matrix requested in Attachment B?

Enclosure CC inadvertently included an additional 12 labor category position descriptions (PDs) The following 12 PDs will be removed in the Final RFP: Detector Engineer Detector Engineer Sr

Mechanical Engineer Chief I Mechanical Engineer Chief II

Packaging Engineer Packaging Engineer Staff

Power Subsystem Engineer Sr Harness Engineer

SW Programmer III Mechanical Technician I

Contamination & Thermal Coatings Technician I Detector Technician

The Government will make appropriate corrections to Enclosure CC - Gov Pricing Model GPM in the Final RFP

4 L 30 B 1

The RFP states: "The Offeror shall identify the most significant potential management risks under this contract, describe the risk techniques, and ranked in order of criticality that will be used to manage identified risks during contract performance " Can the Government please confirm the intent of the sentence is to mirror that in A 1 and should read: "The Offeror shall identify the most significant potential management risks under this contract and also describe the risk techniques that will be used to manage identified risks during contract performance Significant potential management risks are to be ranked in order of criticality "

No, the intent of L 30 GSFC 52 215-210 MISSION

SUITABILITY VOLUME INSTRUCTIONS (SEP 2020),

B 1 is not to mirror A 1 B 1 is intended to identify the most significant potential management risks and A 1 is to identify the most significant potential technical risks

To promote STEM education and the next generation of GSFC engineers, will the Government add a labor category for Co-ops or Interns with a minimum educational level of High School or Undergraduate standing?

Yes, the Government will add appropriate Intern labor categories to Enclosure CC - Gov Pricing Model GPM in the

Final RFP

Will the Government consider adding the following educational equivalencies?

BS must be in a relevant technical degree (e g , computer science, engineering, physics, mathematics) Some BS degrees are not necessarily applicable to position descriptions. Applicability is left to the Contracting Officer.

BS may substitute for a BA Quality Assurance Engineer (QAE), QAE Sr, and QAE Staff all specify BA as min edu level. BS is an appropriate substitution for a BA for quality assurance.

BS may substitute for AA + 2 YOE of relevant experience Allows for an alternative education applicable to technician labor categories.

4 YOE of relevant experience may substitute for BS Allows for an alternative experience beyond a traditional university degree.

MS may substitute for 3 YOE Allows for advanced degree to substitute for YOE.

PhD may substitute for MS + 3 YOE or BS + 6 YOE Allows for advanced degree to substitute for YOE.

Years of US military service, AmeriCorps, or Peace Corp may substitute for relevant experience Allows contractor to price a discharged veteran or volunteer into a labor category commensurate with their peers and pay market rate to the veteran or volunteer post service. This exception demonstrates that NASA recognizes the value of national service as well as helps the nation fulfill its promises to veterans and volunteers for their service.

Without this exception, contractors historically have not been able to attract, recruit, and hire veterans and volunteers for NASA projects at their respective market value.

The final RFP will be updated to include language that provides equivalencies instructions and informs all Offerros to identify those labor categories in which educational equivalencies are being requested

7 Enclosure BB, RTO 1

1 Enclosure BB, RTO 1, Competency #4 is “Deorbit with controlled re-entry” and Assumption #2 states “The mission shall be capable of performing a controlled reentry ” Will the government confirm that the intent of these requirements is for “disposal and removal from an operational orbit,” consistent with the terminology in NASA-STD- 8719 14, and change the language to “Postmission disposal” and “The mission shall be capable of performing a postmission disposal, per the requirements of NASA-STD-8719 14 ” in Capabilities and Assumptions, respectively? See Section 4 6 1 of NASA-STD- 8719 14 for terminology and definitions Note that “deorbit” is mentioned only twice in the standard 2 In Enclosure BB, RTO 1, Competency #4, will the Government clarify if the “de-orbit with controlled re-entry [or “Postmission disposal” if the terminology about “deorbit” is changed, per question 1]” requirement includes the Client with the Servicer-1 or if the Client will return to operation?

Yes, the intent of these requirements is for “disposal and removal from an operational orbit,” consistent with the terminology in NASA-STD-8719 14 The Postmission disposal requirements include the Client with the Servicer 1 The government will provide clarification to the RTO per release of the final RFP to be in alignment with the terminology used in NASA Standard 8719 14
