# Reference Question Response 1 I wonder if you can clarify the statement made in the Procurement notice regarding the restriction to 8a firms serviced by the Richmond District SBA office? We have multiple 8a certified concerns that are either serviced by the Washington DC office or have an sab approved bona fide office in the Washington district. These concerns are highly qualified and have worked all over Virginia. Are you stating that we are categorically excluded from this opportunity simply because we are not serviced by the Richmond District? Please advise.
NASA is in communication with SBA in regards to the geographic limitation and will provide further guidance as soon possible via Amendment #2 to the solicitation on SAM.gov.

Seed Project – Is the government anticipating including a seed (sample) project for the proposer to base its qualifications and pricing, or is the government simply looking for general qualification to support the SOW defined in Attachment A section II?
No, the Government is not anticipating awarding a seed (sample) project. NASA is looking for general qualifications.
3 Please clarify that this MACC is for construction services only and the government does not require professional design services on this contract to include, architecture and engineering”.
Yes, the WMAC II requirement is for construction services only.
4 Will there be design build projects on this contract?
No, design build projects are not part of this requirement.
5 Are we to include projects completed by the design team if a design team is required?
Only include construction projects completed by your team.
6 Attachment D, Person Identity Verification (PIV) Card Issuance Procedures
Attachment D - The pages in Attachment D have “Attachment E” in the upper right corner, is this correct?

8 SF 1442 SF1442 Solicitation Number is “80GSFC21R002” all the other documents have “80FSFC21R0028” is this correct?
No, it should read 80GSFC21R0028 and is corrected under Amendment 001.
9 RFP, Section L.20 Section L.20 of the Solicitation states "Offer or shall provide a letter from the SBA stating the Offer or has a bona fide place of business within the geographical boundaries of the SBA Richmond District Office jurisdiction". Would NASA please consider removing this requirement and make this Solicitation to all the 8(a) firms approved by the United States SBA?

10 RFP, Section B.3 According to the RFP, Section B.3, the “maximum amount of supplies or services that may be ordered during the effective period of this contract is $39.4M.”
Please confirm that $39.4M is the maximum amount for the complete WMAC Contract, which will include all individual task order contracts, over the 5-year span of the Contract. If this isn’t the total WMAC ceiling, please provide the correct amount.

11 We would like to know if there is a certain format for questions, PPI form, or just an email is acceptable?
There is no specific format for questions.

12 We are a SBA certified 8(a) company with current offices in Albany, NY, Denville, NJ, and in the process of opening an office which will be serviced by the Richmond, VA, SBA. We are also a Registered Class A Contractor in the State of Virginia.
We are very interested in providing a proposal for your RFP, but I wanted to see if we can given the pending status of our new office. Please advise if we may provide a proposal.
NASA is communication with SBA in regards to the geographic restriction and will provide further guidance as soon possible via an Amendment to the RFP on SAM.gov.
13 We received the notification that this notice is now a solicitation. I see that there was posted a special notice listed along with the solicitation (II e-Library) listing supporting documents. Are these supporting documents for the MACC contract or is there also a seed project included with the MACC proposal?
The e-Library entitled, "Wallops Multiple Award Construction (WMAC) II e-Library" includes historical data from the prior WMAC Contract. No, the Government is not anticipating awarding a seed (sample) project.
14 I see that there is a notice posted on beta.sam.gov for the Wallops Multiple Award Construction (WMAC) II RFP. Is this a new MAC contract? Or is this an RFP just for the seven contractors that were awarded a base contract?
This is a new Wallops Multiple Award Construction II (WMAC) contract.
15 Can I submit pricing to perform just the fire protection portion of this RFP?
No.
16 Is there a minimum/maximum number of projects we can submit for the past performance?
No; however, there is a 25 page limit for past performance. Please reference section L.17 GSFC 52.215-201 (ALT I)

17 L.21 GSFC 52.215-230 Will the a) statement of contract past safety performance and b) record of company’s OSHA recordable injuries and illnesses for the past 3 years be included in the page count of Vol. III?

No. References as a subcontractor and/or team member are allowable.
21 What is the anticipated dollar range of task orders under this contract?
The anticipated dollar range for task orders will vary based on the requirements.

Past performance information should be within the last three (3) years of the RFP release date.

No, reference contracts can be for on-going work.

25 Attachment B – IDIQ Fixed Price Rate Matrix
Will a more details spreadsheet template as an excel file for pricing be provided to include a breakdown of labor categories, CERs, Indirect Rates, Profit, Equipment, and Subcontractor rather than the simple examples shown in Attachment B?
The Offeror shall complete Attachment B, Direct Labor Rates Matrix, of the model contract, in accordance with the Offeror’s (including Subcontractor’s). The Offeror’s direct labor categories proposed in Section 1 of Attachment B must reflect those direct labor categories specified and any anticipated to perform the requirements of the Statement of Work;
which are not subject to the Wage Determination (WD). The Offeror shall propose fully-loaded (loaded through profit) direct labor rates by contract year for onsite rates (Reference L.19 GSFC

29 L.17.a.(4) Should this read “….the format of the evaluation factors contained in Section M…”? If not, what ‘evaluation factors’ in Section L are you referring to?
Yes, L.17.a.(4) should read Section M and is corrected under Amendment 001.
30 Section L.18 Please confirm how volumes are to be saved and submitted- L.17 (a) 3 says all volumes should be saved as searchable PDFs, where L.18(d) list pdf, word and excel formats.
All volumes should be saved as searchable pdf's.
31 L.17 L.17 (1) list the volumes as Volume 1- Offer Volume, Volume II- Technical Acceptability and Volume III- Past Performance Volume. L.18 (d) says to submit files as MS Volume, PP Volume and Cost-Price Volume. Should we submit per L.17 or L.18?
L.18(d) reads: Examples of acceptable file names, not specific to this solicitation.
The volume names are identified in L.17 and L.18 provides examples for file names.
32 What are/will be the regular working hours and the days and hours of operation for Task Order performance?
Specific work days and hours will be determined at the task order level.
33 Who/what labor categories do you consider Key Personnel?
There are no key personnel identified under this requirement.
34 How many Past Performance citations are required – minimum and maximum?
There is no minimum or maximum Past Performance citations required; however, there is a 25 page limitation on Past Performance.
35 NASA’s requirement for a bona fide office does not comply with the SBA regulations for a bona fide office. Can NASA change the requirement to fall in line with the SBA regulations?

36 Historically, how much work has been performed under the current contract?
Historically, NASA awarded seven WMAC
(7) contracts and issued approximately 12-15 task orders
37 Will all awardees compete on each task order, or will there be a rotation system under a certain dollar threshold like other contracts?
All Contract Awardees will have the opportunity to compete for each task order.
38 M.1 GSFC 52.215-300 How many awardees do you anticipate? Award will only be made to Offeror(s) with an “Acceptable” rating, either upon initial proposal evaluations or after discussions and final evaluation.

39 What were the previous awarded pricing rates?
All rates including CER's.
This information is not currently available and is not needed to respond to the RFP.
40 Since certified payrolls are required can you please provide the Davis Bacon Wage rates for all regions covered by the RFP.
The government will provide the current applicable wage determination for Hampton (LaRC), Accomack (WFF) and Prince George's (GSFC) Counties for each task order request for proposal issued under this contract. The Construction Wage Determination rates are not needed to respond to this RFP.

41 What subcontractor classifications & rates are required for this contract? If any of the pricing sections are left blank, will that be rated negatively?
Reference the response under Questions 2 and 23. Additionally, pricing will be proposed at the task order level.
42 Will the Government remove the requirement for a letter confirming that the Offeror has a bona fide place of business within the geographical boundaries of the SBA Richmond District Office jurisdiction prior to proposal submission given that SBA’s recently revised regulations, 13 C.F.R. § 124.501(k)(2)(iii)(A), (B) state that if SBA does not provide a bona fide office determination before offers are due, a procuring agency can assume that SBA has determined that the Offeror fulfills the requirement for proposal submission purposes?

43 Attachment B Pricing is asking for rates for 6 years but the cover letter states that the contract period is 5 years from the effective date. Can we submit 5 years of rates to cove the actual contract period?
Offers shall submit rates for six (6) years in order to cover a potential contract extension.
44 If a Prime Offeror teams with a subcontractor, please advise what supporting teaming documentation, if any, is required to be included with the proposal.
The individual 8(a) participant(s) to an 8(a) Joint Venture (JV) shall be 8(a) program certified at the time of proposal submission, and in accordance with 13 CFR 124.513(e)(1), the SBA shall approve the 8(a) JV agreement prior to contract award.
If an 8(a) joint venture is proposed, the Offeror shall describe its status in achieving joint venture approval from the Small Business Administration, including:
- Identify the companies included in the joint venture.
- Identify the district SBA office and SBA Point of Contact/Business Development Specialist (name, address, phone number, and email) that the application will be submitted to for review and approval.
Award of the contract will only be made to a SBA certified 8(a) program company or SBA approved 8(a) Joint Venture.
