Questions & Responses – Landsat Next Instrument Studies Request for Proposal (80GSFC21R0026)
Q1. We have a question related to the required cost volume. In particular, the Price Volume instructions in the RFP would appear to be satisfied by an Excel spreadsheet showing:
1. The calculations applying the contractor’s rates and factors to the estimated labor hours and travel, material, and subcontract estimates to develop a final price
2. The milestone payment schedule
Is this a correct interpretation of the RFP or is NASA expecting a traditional cost volume, usually provided as a PDF document, in addition to the above?
A1. NASA is NOT expecting a traditional cost volume. A firm fixed price contract is anticipated, therefore, only a price volume is required. See section L.12 (GSFC 52.215-227 PRICE VOLUME
INSTRUCTIONS) for further instructions. Please note that clause B.1 and B.5 are required fill-ins concerning price.
Q2. Within the RFP, it states there are excel sheets (provided via PDF for the RFP, per your requirements) that are to be used when responding and providing our Vol III – Price Volume.
However, after reviewing the RFP there appear to be no exhibits or attachments that are converted Excel files and the only pricing information requested is the total price and four milestone payment amounts.
Are we safe to assume the language regarding the Excel information requested is irrelevant and
N/A? Were there missing files for this part of the RFP? Or did you want Vol III with the Excel sheet attachment with only the price and four milestone payments? We wanted to clarify this point since if we are indeed missing Excel files, we would like to request their addition to the
RFP as soon as possible please.
A2. There were no excel files provided as exhibits or attachments. Any reference to excel documents as attachments or exhibits were in error. Section L.8(b)(2) of the RFP has been amended to remove this reference.
However, the Government does request the Price Volume, including the Milestone Payment
Schedule, in excel format. See section L.8(a)(3) and L.12(b)
