FLIGHT DYNAMICS SUPPORT SERVICES III FINAL REQUEST FOR PROPOSAL #80GSFC18R0032

QUESTION/COMMENT GOVERNMENT RESPONSES

Q.1 L.30, GSFC 52.215-230(b), Past Performance Volume (Services)/Attachment 12 Past Performance Questionnaire, Page 106 and Attachment 12 - The Offeror and any proposed significant subcontractor(s) [as defined in paragraph (a)] shall provide the questionnaires provided as Exhibit 12 to each of the above references to establish a record of past performance. To make form populating easier on our customers, please confirm that it is acceptable for Offerors to convert the PDF versions of the questionnaires to MS Word to allow our customers to fill out the “soft copies.”

Government Response - Yes, offerors may convert the PDF version of the questionnaires to Word to allow customers to fill out the "soft copies."

Q.2 B.3 GSFC 52.211-90 Supplies and/or Services to Be Provided/Attachment G, Page 10 and Attachment G - B.3: IT Security Management Plan: 30 Days after Contract Effective Date & Annual Updates as Required. Attachment G (IT Security Management Plan): To be submitted 30 days after contract award.

Please confirm that the IT Security Management Plan is due 30 days after the Contact Effective Date (start of FDSS III operations) and is not due 30 days after contract award.

Government Response - The IT Security Management Plan shall be submitted 30 days after Contract Effective Date and Annual Updates as required per B.3 GSFC 52.211-90, Supplies and Services to Be Provided. The Government shall revise the Attachment G, IT Security Management Plan Cover Page, to align the submission requirement in B.3 GSFC 52.211-90.

Q.3 J.1 GSFC 52.211-101, List of Attachments, Page 62 - Safety & Health Plan: Due 30 days after contract award. Please clarify the due date requirement - 30 days after contract award will most likely be prior to the start of Phase-in.; we request the government consider the Safety & Health plan be due 30 days after Phase-in start.

Government Response - The Government confirms the submission requirement for the Safety and Health Plan is 30 days after contract award which maybe during the phase –in period.

Q.4 L.25 GSFC 52.215-201(b)(2), Proposal Preparation-General Instructions, Page 82 - Text in Diagrams, schedules, charts, tables, artwork, and photographs shall be no smaller than 10 point. Diagrams, tables, artwork, and photographs shall not be used to circumvent the text size limitations of the proposal.

Would the government please confirm the 10-point requirement for diagrams, tables, artwork, etc. is required to be Times New Roman as well?

Government Response - The required font for Volumes I, II, and IV is Times New Roman and the font for Volume III is Arial as stated in L.25, GSFC 52.215-201(b)(2), Proposal Preparation-General Instructions.

Q.5 L.25 GSFC 52.215-201(a)(5), Proposal Preparation-General Instructions, Page 80 - ***The proposal shall include a matrix showing where in the proposal the technical requirements of the SOW and the evaluation criteria of this RFP are satisfied (i.e. SOW element versus Offeror's proposal page numbers). It is intended that this be a simple matrix that should in no way inhibit an innovative approach or burden the Offeror. This proposal matrix is excluded from the page limitations contained in paragraph (b)(1) below***. Please confirm that the SOW and RFP requirements proposal matrix is only required for the Mission Suitability Volume.

Government Response - Yes, the matrix is only required for the Mission Suitability Volume.

Q.6 L.29 GSFC 52.215-223(b)(2), Cost Volume Instructions, Page 95-96 - The RFP states “In Section 5, the Prime Offeror shall include a fully-loaded direct labor rate matrices for each Significant Subcontractor.”, in the last paragraph of page 95. The RFP also states that “In addition, any projected Non-Significant Subcontractors’ (defined in the previous paragraph) individual direct labor categories/rates used in Exhibit 2C to derive the loaded GPM-Specified Non-Management Direct Labor Category Rates for Exhibit 1A must match those proposed in Attachment B DIRECT LABOR RATES, INDIRECT RATES, AND FEE MATRICES.”, on page 96 in the 2nd paragraph. These two statements appear to be conflicting in that the first reference states to include only the Prime and Significant Subs rates, where the 2nd reference states to include Non-Significant Subs as well. Please clarify if all subcontractor rates should be included in Attachment B, Section 5.

Government Response - The Government shall revise the last paragraph in L.29, GSFC 52.215-223(b)(2), Cost Volume Instructions, to delete the sentences for Non-significant Subcontractors. This removes the conflict in the language.

Q.7 L.29 GSFC 52.215-223(b)(2), Page 95-96 - The RFP states “In Section 6, provide Position Qualifications (PQs) for all Prime Offeror proposed direct labor categories specified in Section 1 and all subcontractors’ proposed direct labor categories specified in Section 5. Please note the Prime and subcontractor(s) are to insert company-specific PQs in Section 6.” in the last paragraph of page 95. If the Prime and all subcontractors are bidding the same labor categories and descriptions for this effort, can Section 6 include this as a statement and only list the labor categories once rather than duplicating them for each subcontractor?

Government Response - No.

Q.8 L.29 GSFC 52.215-223(b)(6) Cost Volume Instructions, Page 100 - The RFP states “The Grand Total of Exhibit 3 shall match the GPM Grand Total of Exhibit 1C.”, in page 100. The Grand Totals of Exhibit 1C are derived from the composite rate application in Exhibit 1A. Exhibit 3 asks for costs to be broken down into the direct and indirect elements. Due to the calculation of composite rates in 1A, there could be slight rounding variances to Exhibit 3. Please confirm that these rounding variances are accepted.

Government Response - The Grand Total of Exhibit 3 shall match the GPM Grand Total of Exhibit 1C per the instructions in L.29, GSFC 52.215-223(b)(6), Cost Volume Instructions.

Q.9 L.23(g)(2)(L)(vi) Notice of Potential Organizational Conflicts of Interest, Page 78 - vi. Include a Cleared Authorized Employees List for contract or task order. Please confirm that we do not need to provide the Cleared Authorized Employees List with the proposal, but can add this list post award. If we do need to provide this list with the proposal, can you please provide a better definition of this list?

Government Response - The Cleared Authorized Employees list is required per L.23, Notice of Potential Organizational Conflicts of Interest. It is due as a part of the OCI plan with proposals; however, this list may be updated through-out contract and task order performance.

Q.10 L.30 GSFC 52.215-230(b) Past Performance Volume (Services), Page 106 - The questionnaire respondent shall be a representative from the technical customer and responsible Contracting Officer with direct knowledge of your firm's performance. If Company X is providing past performance references for a contract where they are a sub to Company Y, can Company X provide their Technical POC Past Performance Questionnaire directly to their Government customer and another copy of the questionnaire to the Company Y Contracting Officer? This would eliminate any potential perceived biases from Company Y to Company X and provide responses from the Government entity that has direct knowledge of their performance on the contract. Please confirm this approach is acceptable.

Government Response - Yes, if the past performance reference is for subcontract work, it is acceptable to provide feedback from both the prime contractor and the prime contract requiring activity directly to the Government Customer.

Q.11 L.30 GSFC 52.215-230(b), Page 106 - The Offeror shall instruct each of its references to return the questionnaire directly to the Government in a sealed envelope. Would the Government allow delivery of the past performance questionnaires to the government by email, for the convenience of the references?

Government Response - The Government shall allow for Past Performance Questionnaires to be emailed to the Contracting Officer's email address listed on the Past Performance Questionnaire.

Q.12 SF33, Section 11, Page 1 - Page designators in the Table of Contents do not accurately reflect the page numbers for each section. Update the PAGE(S) column with the page numbers for each section in the Final RFP.

Government Response - The Government shall update the Table of Contents to accurately reflect the page numbers of each section.

Q.13 Section J, Page 62/RFP, Attachment G, Page 1 - RFP Section J identifies the Information Technology (IT) Security Management Plan and Assessment Plan as Attachment G with a due date 30 days after contract effective date. Attachment G is the cover page for the IT Security Management Plan with a due date 30 days after contract award. Please resolve the differences between the Section J and Attachment G title and due date. Please modify Attachment G to IT Security Management Plan and Assessment Plan with a due date 30 days after contract effective date.

Government Response - The Government shall modify the Attachment G, IT Security Management Plan cover page to align with Section J of the RFP.

Q.14 L.28 GSFC 52.215-210(c) B.1, Mission Suitability Proposal Instructions (Competitive) - Section L states: “B.1 – The Offeror shall describe its approach for managing the proposed work that demonstrates an integrated and comprehensive implementation approach on how the SOW requirements specified in Subfactor A, paragraph A.1 will be performed.” Subfactor A, paragraph A.1 specifies seven SOW elements addressed as part of Technical Approach. Please clarify if the Government desires a discussion of our approach to manage only the seven specified SOW elements or all elements of the SOW. If a discussion of managing all SOW requirements is desired, delete references to Subfactor A, paragraph A.1 within Sections L and M. If not, no changes are required.

Government Response – Yes, Offerors shall follow the instructions in L.28, 52.215-210(c) B.1, Mission Suitability Proposal Instructions (Competitive), that requires, “The Offeror shall describe its approach for managing the proposed work that demonstrates an integrated and comprehensive implementation approach on how the SOW requirements specified in Subfactor A, paragraph A.1 will be performed.”

Offerors need not respond to the full statement of work here.

Q.15 L.25 GSFC 52.215-201, Proposal Preparation-General Instructions, Page 82 - Text in Diagrams, schedules, charts, tables, artwork, and photographs shall be no smaller than 10 point. Diagrams, tables, artwork, and photographs shall not be used to circumvent the text size limitations of the proposal.

Would the Government please confirm “callout” boxes are treated the same as a table or diagram and can therefore use 10 point font.

Government Response – Yes, “callout” boxes are treated the same as a table or diagram and therefore use of 10 font is acceptable.
