About this file
This is a Request for Information (RFI) and Industry Day presentation for the Project Engineering, Manufacturing, and Science Services (PEMSS) contract opportunity 80ARC027R0001 at NASA Ames Research Center in Silicon Valley.
The PEMSS acquisition will consolidate portions of two expiring contracts—Project and Engineering Support Services II (PESS II, expiring March 2027) and Fully Integrated Lifecycle Mission Support Services II (FILMSS II, expiring November 2026)—into a single-award, small business set-aside indefinite delivery/indefinite quantity (IDIQ) contract. The contract will be awarded under NAICS code 541330 (Engineering Services) with a $25.5M annual size standard. The acquisition structure includes a fixed-price (FP) phase-in CLIN, task orders with FP or FP level-of-effort (LOE) pricing, and a 6-month extension. The contract period spans 5 years beginning March 2027, with estimated milestones including Draft RFP issuance in September 2026, final RFP release in October 2026, proposal due date in November 2026, contract award in February 2027, and phase-in commencement in February 2027.
The PEMSS contract will deliver engineering, manufacturing, and science support services across NASA Ames' multiple directorates including Engineering (Code R), Programs and Projects (Code P), Aeronautics (Code A), Science (Code S), Exploration Technology (Code T), Safety and Mission Assurance (Code Q), and Center Operations (Code J). Services encompass project lifecycle support (ideation through closeout), design and development, mechanical and electrical systems, manufacturing and fabrication, assembly/integration/test, operations, and sustainment. Additionally, the contract will provide facilities and project support including Multi-Mission Operations Center (MMOC) functions, metal fabrication and machining, and science support. A communications blackout will commence upon final RFP release continuing until contract award, with all industry inquiries directed to Contracting Officer Tiffany Goodwin (tiffany.n.goodwin@nasa.gov). Questions regarding the RFI must be submitted by August 20, 2026, at 9:00 a.m. PT to both the Contracting Officer and Contract Specialist Erin Contreras (erin.k.contreras@nasa.gov).

Outline of PEMSS PWS
•The overall contractor labor work force has shown to be relatively stable over a 5-year performance period.
However, the specific labor skills/staff to be provided for each work package (or task) can continually vary over the life of the contract for the following reasons:
• The large variety of organizations/projects being supported
• The dynamic nature of the Engineering environment of the Center
• Shifting mission priorities of the Agency and Center over time
• The phase of a project being supported
• The duration of work packages (tasks) – can vary from a month up to 5 years (entire length of contract).
• Various and unpredictable Period of Performance start and end dates.
Contract Management:
Dynamic Nature of PEMSS Contract
• Support of NASA Programs and Projects (PWS 4.1):
• Scope: Focused on specific engineering or project support capabilities required over multiple phases of a project life cycle
• Application: Specific - tailored for an individual work package or customer
• Number/Type of Skill Set per Work Package: Variable – dependent on customer requirements
• Engineering Support (PWS 4.2):
• Scope: Focused on support required for specific engineering facilities or support functions
• Application: Generalized – service provided supports multiple customers
• Number/Type of Skill Set per Work Package: Stable – required staff consistent
• Science Support (PWS 4.3):
• Scope: Focused on support required for specific science facilities or science support functions
• Application: Generalized – service provided supports multiple customers
• Number/Type of Skill Set per Work Package: Stable – required staff consistent

• PWS, Set-Aside, NAICs, Subcontracting, Labor Category Excel Spreadsheet
Two important Core Management requirements for the PEMSS contract (reference PWS section 3 & 4):
Method to process and manage work packages and task orders
• Why: Many work packages/task orders (including modifications) get processed over the length of the contract; need automated and efficient way to track and process them completely through the review cycle.
• Ability for customer to fill out and submit work packages/task order requests
• Ability to display/review contractor work packages/task order proposals
• Ability to process/automatically notify reviewers in the review cycle of requests and proposals.
Accurate reporting of contractor proposals for work packages/task orders
• Why: Multiple and diverse customer base need accurate reporting of pricing due to external reporting and budget tracking requirements.
• Ability to forecast and track pricing and provide reporting at a level specified by the work package/task order owner:
• Work Package/Task Order Level
• Work Element (Sub-Task) Level
• Discrete Deliverable Level
