The PEMSS contract requires the contractor to provide specialized engineering, manufacturing, and science services supporting NASA Ames' mission across multiple discipline areas. Work will be executed via Task Orders (TOs) in accordance with NFS 1852.216-80 task ordering procedures. The contractor must maintain a Top-Secret facility clearance with no safeguarding required per DD254, comply with all export control laws (ITAR and EAR), and ensure personnel possess appropriate qualifications, clearances, and certifications. The contractor shall furnish shop coats, laundry services, and all Personal Protective Equipment (PPE) except breathing respirators.

Technical requirements span four major categories: Support of NASA Programs and Projects (section 4.1), Engineering Support (section 4.2), and Science Support (section 4.3). Section 4.1 encompasses mission design center support, science programmatic support, project records management, technical writing, configuration management, proposal development support, thermal systems design, fluid mechanics, cryogenic systems, electrical/electronics, sensors and instrumentation, embedded computational systems, power systems, control systems, servo systems, wind tunnels, motion simulators, autonomous robotics, environmental control, micro-propulsion, data acquisition systems, communication systems, software and firmware development, chemical/biological/biomedical systems, assembly/integration/test, operations and sustainment, project technical reviews, engineering support for technology development, flight project IT support, Engineering Evaluation Laboratory operation, Flight Processing Center expertise, metal fabrication/machining/instrumentation, mechanical hardware, electronics, inspection services, production planning and scheduling, and Space Shop operation. Section 4.2 requires systems engineering, design and development of spacecraft and aircraft systems, and mechanical engineering expertise in machine design, structural design, thermal analysis, and fluid mechanics. Section 4.3 mandates scientific research and laboratory operations support, biosciences and veterinary operations, biospecimen and scientific asset management, mission science integration, laboratory safety and clean room compliance, and scientific workspace hazard management. The contractor shall deliver comprehensive technical documentation including design documents, CAD files, requirements documents, finite element models, analysis results, test plans, status reports, and configuration management plans. Phase-in shall occur over 60 days with minimal disruption to ongoing work, and a Phase-Out Plan must be submitted 120 days before contract completion to ensure orderly transition of all duties, records, and operating procedures to the incoming contractor.
