Questions from Industry and Government Responses
1. Question: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
a. Answer: This is a brand-new contract/effort to modify NASA Armstrong Flight Research Center’s newly purchased Gulfstream V (GV) S/N 570 aircraft. However, in 2018-2019, NASA completed similar structural modifications on a different GV (S/N
672) with two nadir (down) looking optical viewports. The intent of this contract is to use the existing GV S/N 672 modification technical data as the baseline for a nadir viewport modification on the GV S/N 570 with minimal design deviations to account for GV S/N 570 differences. The previous contract for the S/N 672 nadir viewport installation is Contract Number: 80JSC018C0011.
2. Question: What exactly is included in the “NASA-provided optical window pack”?
For example, does it include the pressure plate/box and associated hardware, seals, retainers, and any spares, or only the window itself?
a. Answer: This information is contained in the GV S/N 672 Modification Technical Data documents provided directly to interested Offerors that requested access no later than 5:00pm PT on March 4, 2026.
3. Question: Baseline vs O&A boundaries (both baseline and option work): Our understanding is the baseline work is the local structural modification and installation at the window location, with only “touch-up” painting around the modified area. Similarly, for the scheduled maintenance option, any discrepancies/squawks found during routine inspections/maintenance would be handled as O&A. Please confirm whether any repainting beyond local touch-up and any squawks found during routine inspections/maintenance would be treated as O&A.
a. Answer: All work associated with the baseline aircraft modification effort, including corrosion protection finishes, sealants, primer, interior or exterior paint, and any required touch-up finishing, shall be included in the firm-fixed-price (FFP) baseline effort. Work required to complete scheduled maintenance shall be included in the FFP option effort. Any work outside the baseline and option scope will be addressed under the O&A applicable to that additional work.
4. Question: Approval/acceptance process timing: The documents reference FAA forms and NASA airworthiness review. Are there any expected intermediate milestones or review gates (beyond SRR/PDR/CDR) that NASA will require for acceptance (for example, an Airworthiness Review Board or similar)?
a. Answer: All required reviews can be found under Section 4.4 of the Statement of Work (SOW) with corresponding details in SOW Section 5 and associated Data Requirements Description (DRD) documents.
5. Question: O&A approvals (schedule protection): For planning purposes, is there a typical turnaround time for O&A approval decisions once an O&A request is submitted?
a. Answer: Barring any clarification questions or missing information from the O&A request, NASA anticipates providing approval on complete O&As within 3 business days.
6. Question: Option CLIN timing (Scheduled Maintenance – CLIN 0003): Does NASA anticipate exercising this option at time of award, or later (and if later, approximately when)?
a. Answer: The option identified under CLIN 0003 will be Governed by 52.217-5 and 52.217-9, both of which are included in the solicitation.
7. Question: Gulfstream maintenance data + CMP status for the Option CLIN: To accurately plan and execute the scheduled maintenance option, we need both (a) access to the applicable Gulfstream maintenance documentation (CMP requirements and the relevant manuals/work card references) and (b) the aircraft’s current CMP status (what items are currently due/coming due, and what has already been complied with). Will NASA provide access to the Gulfstream maintenance documentation and provide the current CMP status report for the aircraft, or should the contractor assume responsibility for obtaining these?
a. Answer: This information is contained in the CMP Technical Data documents provided directly to interested Offerors that requested access no later than 5:00pm PT on March 4, 2026. The CMP Status Report is not required to complete this effort.
8. Question: Request for additional response time: Given the complexity and safety implications of this effort, and the proposal requirements (including third-party past performance input), would the Government consider providing an additional 30 days to respond, measured from the date the S/N 672 technical data package is released to offerors?
a. Answer: Answer: The response date for this combined synopsis/solicitation has been extended. Offers are now due no later than 5:00PM Pacific Daylight Time on March 20, 2026. The solicitation has been updated to reflect this change.
