Proposals shall consist of three separate electronic volumes: Volume I – Technical Approach (25 pages maximum), Volume II – Past Performance (10 pages maximum) with three relevant contracts from the past seven years and required past performance questionnaires submitted separately by March 13, 2026, and Volume III – Pricing (no page limit). Questions must be submitted by 5:00 PM Pacific Standard Time on March 3, 2026. The Government intends to evaluate quotes without discussions or negotiations and will award based on a competitive price performance trade-off, considering technical acceptability, past performance, and price as primary evaluation factors. The anticipated award date is on or before May 1, 2026. Offerors requiring the GV S/N 672 technical data must request it by 5:00 PM PT on March 4, 2026. Prices must be held firm for 150 calendar days from the offer due date.

(i) Gulfstream V (GV) Nadir Viewport Installation (GVNVI) Combined

Synopsis/Solicitation

This notice is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

This notice is being issued as a Request for Quotations (RFQ) under solicitation number 80AFRC26Q0002 for Gulfstream V (GV) Nadir Viewport Installation (GVNVI).

This acquisition is set-aside for small business concerns. The NAICS Code and Size Standard are 336411 and 1,500 number of employees, respectively. The offeror shall state in their offer their size status for this acquisition.

In accordance with 52.102, provisions and clauses have been incorporated by reference to the maximum practical extent. (iii) Description of Requirements:

The National Aeronautics and Space Administration (NASA) completed structural modifications on a Gulfstream V (GV) aircraft (S/N 672) in 2018 – 2019 in which two nadir (down) looking optical viewports were installed, including necessary aircraft system relocations, to support the Airborne Science Program (ASP). ASP recently purchased, in conjunction with NASA Armstrong Flight Research Center (AFRC), a GV (S/N 570) that requires the identical viewport modification. The intent of this effort is to use the existing GV S/N 672 modification technical data as the baseline for a nadir viewport modification with minimal design deviations to account for GV S/N 570 differences. Offerors requiring the GV S/N 672 modification technical data, or any other technical data required to develop an offer, shall request a copy no later than 5:00pm PT on March 4, 2026. Requests shall be made to the Contracting Officer at jennifer.schnarr@nasa.gov.

Repairs (Minor/Major) and Alterations (modifications) associated with this aircraft modification shall meet Federal Aviation Administration (FAA) Code of Federal Regulation (CFR) 14 certification.

(iv) Delivery Date and Location:

Completion of the required work and delivery of the aircraft back to NASA Armstrong Flight Research Center is required within 9 months after receipt of order. Delivery shall be free on board (FOB) origin.

Addendum To 52.212-1—INSTRUCTIONS TO OFFERORS – COMMERCIAL

PRODUCTS AND COMMERCIAL SERVICES

General Instructions

Offerors must follow the instructions contained herein. Failure to meet any of the solicitation requirements may result in an offer being ineligible for award. Should an Offeror take exception to any solicitation requirement, the exception must be clearly identified, and complete accompanying rationale must be provided. Non-conformance with these instructions may result in an unfavorable proposal evaluation.

The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The offer should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror’s experience matches the requirements of the Statement of Work

(SOW). Offerors shall assume that the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the Offeror’s quote.

Cross-Referencing: Each volume shall be written on a stand-alone basis so that its contents may be evaluated without cross-referencing other volumes of the offer. Cross-referencing within a volume is permitted.

Offerors are cautioned that “parroting” of the technical requirements or the SOW with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each offer. Proprietary information shall be clearly marked.

All information shall be confined to the appropriate file/volume. The Offeror shall confine submissions to essential matters, sufficient to define the offer in a concise manner, to permit a complete and accurate evaluation of each quote. Each file of the offer shall consist of a Table of Contents and Narrative discussion. The Table of Contents is not included in the page count.

The Government reserves the right to cancel this solicitation at any time prior to award. Such cancellation may occur when it is determined to be in the best interest of the Government, including but not limited to situations involving changes in agency requirements, funding constraints, administrative considerations, or other circumstances that render continuation of the solicitation inappropriate. The Government shall not be liable for any costs incurred by offerors as a result of the cancellation.

Communication

Prospective Offerors are encouraged to notify this office of their intent to submit an offer.

Questions or comments regarding this solicitation must be submitted via email by 5:00 PM Pacific Standard Time on Tuesday, March 3, 2026, cite the solicitation number, and be directed to the following Government representatives:

Oral questions will not be answered. If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the contractor shall immediately notify the Contracting Officer in writing with supporting rationale as well as the remedies the Offeror is asking the Government to consider as related to the omission or error.

The Government intends to evaluate quotes and award a contract without discussions or negotiations with Offerors. Therefore, the Offeror's initial quote should contain the Offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions or negotiations if the Contracting Officer later determines them to be necessary.

Proposal Format and Contents

The Offeror’s quote shall consist of three (3) volumes. Each volume shall be a separate electronic file. The volumes are identified as:

Volume I – Technical Approach – 25 pages maximum, Times New Roman font, 12 pt size, single-spaced, one-inch margins including figures, photos, diagrams, etc.

The Offeror shall provide a written quote describing existing capability to meet various tasks and requirements identified in Attachment 1, Statement of Work entitled “Gulfstream-V Nadir Viewport Installation” dated January 13, 2026. The technical approach should be specific, detailed, and complete so as to clearly and fully address the Offeror’s ability to meet the requirements as it relates to the work delineated in Attachment 1. The Offeror’s technical approach must also present sufficient information to reflect a thorough understanding of the SOW requirements and acceptable methods for ensuring the quality of deliverables with minimal risk to the Government. Lack of specificity or a general offer to perform the SOW may result in an unacceptable offer.

By submission of this offer, the Offeror agrees to the delivery schedule found in Attachment 1

– Statement of Work (SOW), Section 12.0 - Schedule. Should an Offeror take exception to this requirement, the exception must be clearly identified, and complete accompanying rationale must be provided. Non-conformance with the delivery requirement may result in an unfavorable proposal evaluation.

Volume II – Past Performance – 10 pages maximum, Times New Roman font, 12 pt size, single-spaced, one-inch margins including figures, photos, diagrams, etc.

Past performance refers to the Offeror’s, including major subcontractors and/or team members, demonstrated record of quality work and contract compliance in supplying services.

The Offeror’s record of services provided shall reflect relevant information including both quantitative and qualitative aspects of each Offeror's record of performing services or delivering products similar in size, content, and complexity of the GVNVI Modification requirements of the SOW and solicitation. A major subcontractor is defined in this area as performing more than 30% of the labor effort for this requirement.

Relevant Experience

The Government is seeking to determine whether the Offeror has relevant experience that will ensure its successful performance of the GVNVI SOW and solicitation requirements. The Offeror’s quote shall include an itemized list and summary of three (3) current or past contracts performing the same or similar tasks to the GVNVI SOW and solicitation requirements within the last seven (7) years. The summary should detail how the current or past contract task requirements relate in relevancy and similarity to each task required by the GVNVI SOW and solicitation. This information should focus on work performed, progress, and projects of a same or similar size, content, and complexity as this SOW and solicitation requirement.

Work Quality

This information should focus on quality of work performed and progress on past projects as related to this SOW and solicitation requirement. The Offeror should provide information on problems encountered during the performance of previous contracts, identification and explanation of any completion delays and/or terminations, and the Offeror’s corrective actions. The Offeror should also provide any awards or quality demonstrators of performance achieved during performance of previous contracts.

Past Performance information may be obtained from the Governmentwide Contract Performance Assessment Reporting System (CPARS) and any other reasonable basis.

Offerors shall provide the CAGE Code and Unique Entity Identifier of the offeror that will be identified on the potential contract.

NASA has provided a “Past Performance Questionnaire” (Attachment 2) that Offerors shall submit to the cited Client Points of Contact [POC(s)] for completion. Offerors shall submit the questionnaire to the POC(s) via email and include the NASA POCs cited in the solicitation.

The completed questionnaire must be returned directly via email to Jenni Schnarr at jennifer.schnarr@nasa.gov. The completed questionnaire must come from the Client and be submitted no later than 5:00PM Pacific Daylight Time on March 13, 2026. The Offeror is responsible for ensuring timely submission.

Major Subcontract and/or Team Member

The Offeror may submit past performance information relating to a major subcontract and/or team member contract as one (1) of the three current or past contracts performing the same or similar tasks to the GVNVI SOW and solicitation requirements. No more than one of the submitted past performance submittals may be related to the major subcontract and/or team member contract.

The offeror shall provide the following past performance information:

a) Descriptions of previous work the offeror or major subcontractor has performed and how it is relevant to the work outlined in the Statement of Work.

b) Past performance photos, drawings, etc. to help NASA understand the relevance of the work performed.

c) Description of your experience maintaining/modifying Gulfstream aircraft – particularly Gulfstream GV aircraft.

a letter from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime offeror.

Volume III – Pricing – No page limit.

Offerors shall propose pricing based on the requirements of the GVNVI SOW (Attachment 1) and this solicitation. The Offeror’s proposal is presumed to represent the Offeror’s best efforts to respond to the solicitation. Offerors that do not propose pricing in accordance with the solicitation guidance may be considered unacceptable and thus precluded from receiving an award.

Price information shall be submitted as necessary to provide a meaningful basis for Government’s analysis and evaluation of price for the items set forth in this solicitation.

Offerors are required to propose schedule and pricing in relation to the Firm Fixed Price (FFP) portions (CLINs 0001 and 0003) of this requirement in accordance with the below chart. There are no page limitations for this section.

Electronic Submission of Quotes

(a) The offeror shall submit its quote via email to tanjanica.s.jackson@nasa.gov and jennifer.schnarr@nasa.gov. Electronic submissions shall not contain hidden formulas, tables, be locked, be password protected, or contain links to data not included in the electronic copy.

All electronic submissions should be searchable and should not contain scanned documents, except those documents that must be provided in their native format (e.g., signature pages, as applicable). Files with signatures shall be in read-only format, using .pdf files. All other files, except price breakdown information, may be submitted in their native format or converted to .pdf files. Zip disks are not permitted. All price breakdown information to aide in the price evaluation shall be submitted in Microsoft Office Excel Read/Write format and viewable in Microsoft 365. Self-extracting .exe files are not acceptable. The offeror shall ensure documents are free from viruses and malware, as documents determined by NASA to contain a virus or malware will not be opened or evaluated. Subcontractors may submit their required offer information separately using the instructions in this provision. The offeror shall ensure subcontractor submissions are made no later than the date and time specified for proposal submission and comply with all solicitation instructions.

(b) Offerors are encouraged to include all individual quote files within a single .zip file.

Electronic file names shall be limited to letters, numbers, dashes, and single spaces, except for the period that is required before the file extension (e.g., .zip, .pdf), in order to successfully upload and download files. The offeror shall not use special characters “/” or “\” in file names. The offeror shall sequentially number each file and clearly label the contents of the file and include the name of the offeror and subcontractor name (if applicable) in the individual file name. (c) The offeror is responsible for ensuring its quote reaches the Government office designated in the solicitation by the date and time specified in the solicitation. The Government is not responsible for any failure attributable to the transmission or receipt of documents. The electronic submission of the quote shall contain all information required by the solicitation to be determined responsive. Offers shall reference the solicitation number.

(d) The Offeror agrees to hold the prices in its quote firm for 150 calendar days from the date specified for receipt of offers unless another time-period is specified in an addendum to the solicitation.

Addendum to FAR 52.212-2 EVALUATION – COMMERCIAL PRODUCTS AND

COMMERCIAL SERVICES

All technically acceptable offers shall be treated equally except for their past performance and price. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

The Government may elect to conduct discussions or negotiations. Although an Offeror may receive a rating of “Potentially Acceptable”, it does not guarantee discussions or negotiations will be held. Discussions or negotiations, if held, will only be conducted with the most highly rated Offerors. If the Government holds discussions or negotiations with any Offerors who initially received a “Potentially Acceptable” rating, only those Offerors will be required to revise their Technical volume for further consideration. After discussions or negotiations close and revised offers are received, only quotes that had received a “Potentially Acceptable” rating will again be evaluated against the Technical Acceptability Factor and receive a final rating as either “Acceptable” or “Unacceptable”. After discussions or negotiations close, the rating of “Potentially Acceptable” will no longer be applied and all “Unacceptable” quotes will be eliminated from further evaluation. Only offers rated “Acceptable” will be evaluated against the Past Performance and Price Factors. Offerors who were deemed “Acceptable” for the Technical Factor as part of their initial offer will not be required to revise their Technically Acceptability volume as part of revised offers.

The Contracting Officer (CO) may send relevant requests for clarification, in writing, to the offeror. The CO may also request clarification of information contained in the offer or any other aspect of the quote. All clarification requests will require a written response from the offeror within the time frame established by the CO. Responses to clarification question will not be considered discussions or negotiations.

Past Performance Factor

The past performance evaluation is an assessment of the Government’s confidence in the Offeror’s ability to perform the solicitation requirements. This factor indicates the relevant quantitative and qualitative aspects of each Offeror's record of performing services or delivering products similar in size, content, and complexity as the requirements of the SOW and solicitation. The past performance evaluation shall be in accordance with FAR 15.202(c) and this section.

There are two aspects to the past performance evaluation. The first is to evaluate the relevancy of the Offeror’s current or past contracts. Relevant performance includes performance of requirements similar or greater in size, content, and complexity of the effort described in the SOW and solicitation. The government will review the Offeror’s Past Performance and make an overall determination of the relevancy of the current or past contracts performance to the requirements of the SOW and solicitation. A Past Performance Relevancy Rating will be assigned based on the following ratings and definitions:

All responsible sources may submit an offer which shall be considered by the agency.

The solicitation procedures under FAR Part 12 and 15 will be used for this acquisition.

The anticipated award date is on or before May 1, 2026.

This posting, in addition to any attached documents, will be available on www.Sam.gov.

Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any).

Prospective offerors are encouraged to notify this office of their intent to submit an offer.
