Quality management must comply with SAE AS9100 standards.

The contract structure consists of CLIN 001 as a Firm-Fixed Price (FFP) baseline covering all nadir viewport installation work, CLIN 002 as a Time and Material (T&M) line for over-and-above work requiring CO authorization, and CLIN 003 as an optional FFP line for scheduled maintenance inspections. The baseline schedule spans from contract award on 5/1/2026 through aircraft acceptance by NASA on 2/2/2027, with key milestones including SRR/PDR on 6/1/2026, CDR on 7/1/2026, aircraft delivery to Contractor on 8/4/2026, 30% modification completion on 9/18/2026, 60% completion on 11/17/2026, ground testing on 1/2/2027, as-built drawing delivery on 1/5/2027, flight testing on 1/19/2027, and final data package delivery on 1/28/2027. The Contractor must conduct weekly status reports, System Requirements Review/Preliminary Design Review, Critical Design Review at AFRC, and NASA Airworthiness Review. All work shall be performed at the Contractor's facility with a hangar large enough to fully enclose the aircraft, and the Government will furnish GV S/N 570 and reference documentation. Deliverables include programmatic documentation, design analysis, fabrication reports, FAA certification packages, and operational/maintenance manual change pages, all to be delivered electronically with unlimited Government rights.

1.0 Scope

The National Aeronautics and Space Administration (NASA) completed structural modifications on a Gulfstream V (GV) aircraft (S/N 672) in 2018 – 2019 in which two nadir (down) looking optical viewports were installed, including necessary aircraft system relocations, to support the Airborne Science Program (ASP).

ASP recently purchased, in conjunction with NASA Armstrong Flight Research Center (AFRC), a GV (S/N 570) that requires the identical viewport modification. See Figure 1-1. The intent of this Statement of Work (SOW) is to use the existing GV S/N 672 modification technical data as the baseline for a nadir viewport modification with minimal design deviations to account for GV S/N 570 differences. Repairs (Minor/Major) and Alterations (modifications) shall meet Federal Aviation Administration (FAA) Code of Federal Regulation (CFR) 14 certification.

4.0 General Requirements

4.1 Project Management

The Contractor shall provide project management support for the work accomplished under this statement of work such as schedule, cost, and technical supervision.

4.2 Project Status Reports

The Contractor shall provide weekly project status reports via teleconference. The status reports shall cover important project tasks (e.g. design, fabrication, aircraft modification), shall include a running list of actions items and action item status (e.g. action item tracking spreadsheet), and project schedule with percentages completed toward milestone activities.

4.3 Contract Surveillance

NASA reserves the right to conduct surveillance inspections at any location and at any time where work is being conducted during the contract period to ensure compliance with contract requirements. The Contractor shall support these surveillance activities as required.

4.4 Program Management Reviews

The Contractor shall conduct program management reviews as follows:

a) For the Baseline Contract (see Section 5.0), conduct all program management reviews identified in Table 4-1.

b) For all reviews other than the weekly status updates, provide an agenda, presentation charts, and an updated schedule with task percent completion at each review. Preliminary presentation materials shall be provided to the COR no later than 3 business days prior to each review.

c) Provide a final and revised copy of the agenda, presentation, schedule, action items, meeting minutes, etc. to the CO (preferably via email) not later than a week following each review.

d) If requested by NASA, provide computer aided design models, analysis models, or other data prior to reviews.

5.2 Additional Payload System Modifications

5.2.1 Cabin Floor Structure

The Contractor shall modify the cabin floor structure above the nadir portals as follows.

1) Remove structure IAW 25-0000082, revision A.

2) Install floor beams IAW 25-0000072, revision A.

3) Install floor panels IAW 25-0000075, revision A.

5.2.2 Antennae

The Contractor shall complete the following antenna modifications to the aircraft.

5.2.3 Seat Track

The Contractor shall install seat track in the forward cabin area IAW 25-0000068, revision E.

5.2.4 Cabin Venting Box

The Contractor shall install the cabin venting box IAW 25-0000096, revision -.

5.2.5 Aerofences

The Contractor shall manufacture and deliver aerofences IAW 25-0000089, revision B, -401 through -407, QTY

1 EA.

5.2.6 Overhead Conduit

The Contractor shall install conduit in the aircraft overhead at three different fuselage stations in the forward cabin area between the crew rest station and the aft galley. The conduit shall have an inner diameter of .75”, meet material specification AS81914, extend below the drink rails on both sides of the aircraft, not interfere with existing systems or structure, and have a “pull string” run from end-to-end to facilitate future wire runs.

The Contractor shall propose the locations at the PDR for NASA concurrence.

5.3 General Design Requirements

The Contractor shall provide a written report demonstrating that all aircraft modifications do not negatively impact the Original Equipment Manufacturer’s (OEM’s) aircraft structural life limit, impact OEM specified maintenance procedures or normal flight operations for all phases of flight.

5.4 Verification and Validation

5.4.1 Verification & Validation Plan

The Contractor shall provide a written verification & validation plan for all Section 5.0 requirements, acceptance criteria, and conduct all verification and validation activities. The verification plan shall include a matrix describing the type of verification activity to be used for each requirement (e.g. analysis, demonstration, inspection, test) and shall include all verification and validation activities required for FAA certification. The verification and validation plan shall be approved by NASA prior to verification and validation activities.

The Contractor should utilize the existing S/N 672 reports, analysis, models, etc. to the maximum extent possible.

5.4.2 Verification & Validation Report

The Contractor shall provide a written report documenting all verification and validation results.

5.5 Analysis

The Contractor shall perform all required analyses, (e.g. structural, aero, damage tolerance) required to satisfy NASA and FAA airworthiness requirements. The Contractor shall:

a) Document and review analysis plan with NASA prior to analysis start. Analysis plan shall include modeling approach, loads, safety factors, fasteners analysis method, analysis verification process, etc.

b) Deliver finite element models in their native format.

c) Deliver formal written reports documenting the analyses.

d) Obtain completed Federal Aviation Administration (FAA) Form 8110s prior to any major aircraft modifications/alterations. See Section 5.12.

The Contractor should utilize the existing S/N 672 reports, analysis, models, etc. to the maximum extent possible.

5.6 Quality Management System

The Contractor shall have a quality management system that is compliant with the requirements of the current Society of Automotive Engineers (SAE) AS9100, Quality Management Systems - Requirements for Aviation, Space, and Defense Organizations.

5.7 Fabrication & Aircraft Modification

5.7.1 General

The Contractor shall:

a) Perform aircraft modification/maintenance activities in accordance with applicable aircraft OEM technical data.

b) Follow standard recommended aviation practice and workmanship standards (e.g. FAA, Aerospace Industries Association, Society of Automotive Engineers Aerospace Standards) for all aircraft modifications (e.g. wire harness fabrication, tube fabrication, part marking, wire marking, electrical terminal crimping, electrical bonding/grounding, cable/tube clamping, heat treating).

5.7.2 Labor, Tooling, and Materials

The Contractor shall provide all labor, tooling, and materials to perform all modification activities identified in Section 5.0. NASA requires the Contractor to utilize a system of positive tool control, including (but not limited

to) shadowing of toolboxes. Contractors not in compliance with this requirement shall propose an alternative method of tool control. The Contractor shall have an acceptable metrology recall system in-place to ensure that all tools requiring calibration are current and in good working condition.

5.7.3 Hangar Facility

The Contractor shall provide a hangar facility large enough to fully contain/enclose NASA’s GV S/N 570 aircraft and hangar the aircraft for all aircraft modification activities identified in Section 5.0.

5.7.4 Shoring Plan

The Contractor shall shore and dimensionally monitor the aircraft and other critical features during modification to prevent aircraft damage.

The Contractor shall update the existing shoring plan, AAS-SSR-18-025, revision B, if necessary.

5.7.5 Aircraft Corrosion Protection and Painting

The Contractor shall apply appropriate aircraft corrosion protection finishes, sealants, primer, and paint (interior and exterior) for all aircraft modifications including any required touch-up finishing/paint.

5.7.6 Weight and Balance

The Contractor shall complete an aircraft weight and balance in accordance with the GV maintenance manual.

5.7.7 Foreign Object Debris (FOD) Program

The Contractor shall maintain a FOD program for all aircraft modification work to ensure removal of all foreign objects that could impact safe aircraft operations.

5.7.8 Procurement

The Contractor shall:

a) Procure materials and hardware that are new and unused.

b) Provide Manufacturer’s Test Reports (MTRs) for all raw materials (e.g. chemical analysis composition, mechanical properties testing, heat treat strip charts).

c) Provide certificates of conformance for all hardware and third-party processes.

d) Ensure that counterfeit materials and hardware are not purchased for, or installed on, NASA aircraft.

e) Be responsible for Quality Assurance of vendors, suppliers, and subcontractors providing services under this contract to verify compliance with accepted standards.

5.7.9 Independent Material Testing

The Contractor shall:

a) Provide independent material testing for raw materials used to fabricate safety critical components (e.g., failure of a component that could result in a catastrophic hazard such as critical damage to an aircraft or injury to personnel). The testing shall be performed after all critical material treatments/processes have been completed (e.g. following heat treat).

b) Deliver material test reports to NASA following testing. The test reports shall clearly identify the part number of the associated component.

c) Deliver the as-tested material coupons to NASA. The coupons shall be bagged and tagged for traceability (e.g. include associated part number).

5.7.10 Deviations

The Contractor shall provide NASA with a list of all deviations and obtain written approval from NASA CO/COR for any major deviations from approved drawings or technical data that are beyond those allowed by the OEM technical data or that might affect structural strength, equipment performance, or other qualities affecting airworthiness.

5.8 Ground2, 3

5.8.1 Ground Testing

The Contractor shall prepare written ground test plans, provide all test instrumentation and test fixtures, and perform ground testing as required to verify design requirements, aircraft modifications, and ensure operability of all disrupted systems during the modification (e.g. ground pressure test).

5.9 As-Built Drawing Package

The Contractor shall provide a complete drawing package (piece part, assembly, component removal, and installation) containing all drawings required for the modification (mechanical, electrical, etc.) If the existing technical data can be used without revision (e.g. aircraft shoring plan), the Contractor shall revise the document effectivity to include S/N 570. The drawing package shall document the as-built configuration, i.e. all redlines shall be incorporated. The drawings shall include all information necessary to fabricate and install the components such as dimensions, electrical schematics, tube bend tables, tube/cable clamp locations, rivet/bolt hole locations, fastener torques, notes, bill of materials, etc. The drawings shall also include all special process and procedure notes such as material finishing, electrical bonding, oxygen service cleanliness requirements, etc. The Contractor shall deliver to NASA any referenced process specifications that are not easily obtained by NASA in the open market. The Contractor shall deliver all drawings in either AutoCAD DXF/DWG format (preferred) or Adobe vector PDF (i.e. not bitmap) and all 3D CAD models in native and STEP formats.

5.10 Operation & Maintenance Manual Change Pages

The Contractor shall provide change pages to the aircraft operation and maintenance manuals (including Illustrated Parts Catalog) for all aircraft structures or systems affected by the modification. The change pages shall include inspection requirements for continued airworthiness related to the modifications.

5.11 NASA Airworthiness Review

The Contractor shall support NASA’s airworthiness review process to approve the aircraft for flight. Reference AFOP-7900.3-023, Airworthiness & Flight Safety Review Process. All data required for FAA certification shall be submitted to NASA for review (e.g. all required FAA Form 8110 documents shall be signed by an FAA

Designated Engineering Representative (DER) prior to the NASA Airworthiness Review). NASA may approve the aircraft for flight as a public use aircraft prior to official FAA certification.

5.12 Federal Aviation Administration (FAA) Certification Package The Contractor shall ensure all Repairs (Minor/Major) and Alterations (modifications) meet Federal Aviation Administration (FAA) Code of Federal Regulation (CFR) 14 certification requirements. The FAA certificated configuration will be with the aluminum viewport pressure plugs described in Section 5.1.1 installed.4 At a minimum, the certification package shall include the following:

a) Aircraft Logbook entry for return to service

b) Completed FAA Form 337’s for all repairs and alterations

i) Completed FAA Form 8110’s for all repairs and alterations

ii) Instructions for Continued Airworthiness (ICA) requirements

5.13 Final Data Package / Data Requirement Documents (DRDs)

The Contractor shall deliver an electronic data package containing all data generated/required for the modification. All documents shall be legible and complete. The Contractor shall provide the Government with an unlimited rights license to use the data.

6.0 Contract Options

The Government may exercise the option outlined in Section 6.1.

6.1 Option 1: Scheduled Maintenance

6.1.1 General

7.0 Contract Type

The Gulfstream V Nadir Viewport Installation (GVNVI) contract will consist of firm-fixed price (FFP) and time and material (T&M) work as detailed below.

7.1 Firm-Fixed Price (FFP) Baseline

Contract Line Item Number (CLIN) 1 is for FFP baseline work. The contract baseline includes all work related to the installation of the nadir viewport windows, as detailed in the Statement of Work.

7.2 Over and Above Materials and Other Direct Costs (ODC)

CLIN 2 is a Time and Material (T&M) CLIN for over and above work that is not included within the contract baseline (CLIN 001 FFP) or optional scheduled maintenance (CLIN 003 FFP) materials and direct costs. The Contractor shall work any Government-directed T&M requirements in accordance with the Contracting Officer (CO) issued T&M authorization. T&M authorizations may be issued to account for unknown aircraft maintenance actions, materials, or other Government-approved work such as engineering design, engineering analysis, fabrication, or other unknown aircraft modification tasks that result during the performance of this nadir viewport installation contract. Prior to approval, the contractor shall provide an O&A proposal which includes: details and information to support the Government’s determination that the work is necessary and not included as part of the FFP scope (which may require pictures of the issues found); a basis of estimate to justify material costs (including, but not limited to supplier quotes or purchase orders); a breakdown of costs to be incurred; and a date of when authorization to proceed would be necessary in order to maintain schedule.

Costs will be approved only to the extent that they are reasonable, allocable, and allowable in accordance with FAR Part 31. All T&M work shall be approved by the Government CO prior to the Contractor commencing additional work or incurring any additional costs.

7.3 Option 1: Scheduled Maintenance

CLIN 3 is a FFP option CLIN for maintenance inspection detailed in Section 6.1. No aircraft engine maintenance is required.

7.4 Contractor Furnished Items

Materials shall be provided by the Contractor when essential to the contract requirements. Title to all property purchased by the Contractor for which the Contractor is entitled to be reimbursed under this contract shall pass to and vest in the Government upon the vendor’s delivery of such property to the Government or in accordance with FAR 52.245-1(e)(3). The Contractor is required to obtain prior written authorization from the Contracting Officer for any over and above materials. Note: Written authorization from the CO is not required for property that was reviewed and approved as part of awarding the FFP Baseline work. All property acquired by the Contractor and meeting the requirements of Government property for the use or ownership of the Federal government, become the property of the Federal Government and subject to FAR 52.245-1. The Contractor shall document the transfer of Government property to the Government as directed by the Contracting Officer.
