Questions and Answers

Q.1: Since Amendment 002 has confirmed that all but one of the positions are filled, can the government indicate its preference as to whether or not it intends to retain the incumbent personnel?

A.1: The Government does not have preference.

Q.2: Will the incumbent personnel be accessible to offerors?

A.2: The prospective Offerors may conduct job related discussions on a non-interference basis and after work hours.

Q.3: Will the government be providing the contact information of the incumbent personnel to offerors?

A.3: No. The Government cannot be involved in contractor employment procedures.

Q.4: Now that Amendment 002 has revised which positions are defined as Key Personnel, will the government be comparing offerors’ proposed candidate qualifications to those of the incumbent personnel as part of the evaluation of offers?

A.4: No. The Government will not be comparing offerors’ proposed candidate qualifications to those of the incumbent personnel as part of the evaluation of offers.

The Government will be evaluating the proposed candidate qualification to the PWS requirements.

Q.5: The revised Section C.9 refers to the Registered "Nurse(s)" as being Key Personnel. Can the government confirm that offerors need only 1 RN resume with proposal submission?

A.5: There is one RN required as key personnel, however, if Offerors propose more than one candidate for the registered nurse position to full fill the duties, the Offerors are required to provide resumes for each Key Personnel candidate.

Q.6: Reference the Amendment 002 PWS, all sections/positions: Will the Government provide work computers and network connectivity or is the Contractor responsible for this?

A.6: Yes, the Government will provide work computers and network connectivity.

Q.7: What is the Government’s expectation for the number of full-time EHS/IH onsite staff? If the requisite, as-needed site visits could be conducted by staff based out of a

Page 2 80AFRC20R0003P00003 bidder’s regional offices (instead of a permanent onsite position(s)), would the Government consider such proposals?

A.7: The Government expects the EHS/IH requirements to be performed onsite. The Offerors are encouraged to propose an alternative staffing approaches that best suits their management plan and implementation of the PWS requirements.

Q.8: Does the Government have preferred format/templates for the required EHS/IH data submittals, or can bidders use their own reporting templates? If NASA has preferred templates, are these available for review?

A.8: All required data submittals are listed under Attachment 5 OHS Data Requirement Description (DRD).

Q.9: In addition to the equipment noted in Attachment 8, is there specific EHS/IH equipment that NASA will require/anticipates will be needed (XRF analyzer, etc.)?

A.9: NASA will provide all needed equipment.

Q.10: Regarding 3.2.10 Database Development and Management System, is there an existing EH database, or does the EHC Staff need to develop it?

A.10: There is a legacy EH database and management system that was previously development by the incumbent contractor. The Offerors may choose to use, modify or develop a new system that will best suit their management/ personnel model.

Q.11: Reference the revised Surveillance Performance Requirement Summary in Amendment 002: for the Performance Objective Contract Staffing, what is the definition of "Events?"

A.11: The revised Quality Assurance Surveillance Plan was revised under Amendment No. 2. The word “events” was eliminated from the plan.

Q.12: Can the government provide the tenure of the current incumbent staff to allow offerors to properly assume the correct PTO levels?

A.12: No. The Government does not have the tenure of the current incumbent staff.

Q.13: Is coverage required when contract staff are on leave/PTO?

A.13. Yes.

Q.14: The Quality Assurance Surveillance Plan appears to have deductions/penalties attached to performance deficiencies. What has been the historical frequency of the deductions?

A.14: Deductions/penalties have been removed from the QASP. The historical frequency of the performance deductions will not be provided to the Offerors.

Q.15: Site Manager (LMP) role under the current contract?

A.15: The Site Manager role and duties are listed under Section 8.0 Other Unique Requirements in the PWS.

Q.16: Can the government provide the historical volume of patients seen?

A.16: The clinic sees around 20 employees per week. The physician/nurse practitioner might have a surge of patients in support of science missions when flight medicals are required for crew and non-crew members.

Q.17: Can the government provide historical data on how many hours per position have been staffed (i.e. prior work plan)?

A.17: No. The Offerors are required to establish their own staffing plan based on the requirements listed within the PWS.

Q.18: Since the initial release of solicitation documents, I’m wondering if any changes have been made to Section E.3 – Instructions? Within this section, offerors are instructed that the Technical Approach is limited to 20 pages, which includes technical, management plan, and staffing plan, phase-in-plan, and total compensation plan. This is a lot of information to convey in 20 pages. Additionally, it appears as though the total compensation plan, which includes salaries and fringe benefits, is to be included in the Technical section of our submission instead of the price volume. Could you please confirm that we are limited to 20-pages for the technical (resumes are not counted in this page limit), and that the technical should include salary and fringe benefit information?

A.18: The page limitation for the Volume I – Technical Volume is hereby increased to 25 pages. Cover letter, title pages, resume of key personnel and letters of commitment, list of acronyms, past performance questionnaires, Total Compensation Plan (TCP) and table of contents are excluded from the page counts.

Q.19: The answer for Q18 says the award amount is $5.8MM. Is this inclusive of the Health Physicist or no?

A.19: The incumbent OSH contract was awarded for $5,641,170.92 and it does not include the Health Physicist requirement.

Q.20: Do/should we include the EH support (e.g. mid/junior IH such as in Table 1) as well as the CIH and HP. The historical data should EH Support staff but the RFP states CIH and Health Physicist.

A.20: The Offeror will need to include the EH support as well as the CIH and HP in the proposal. The EH support listed in Table 1 was for existing contract requirements. This is a new solicitation has different EH requirements and skillsets.

Q.21: Please confirm if the PPQ for NASA Occupational Health is also extended till 29
