Q—What is the duration in hours of each of these training courses?

A—120 hrs., for the POST Public Safety Dispatcher’s Basic and 16hrs., for the Communication Training Course.

Answer 1—Four hours Answer 2—Biennial (every two years).

21. Electronic Control Devices (ECW) (e.g. TASER X2) Question 1: Are these currently used on the contract or is this a new requirement?

Question 2: Can the Government confirm that the TASER X2 model is the requirement? Our concern is: since this is Contractor procured and part of our fixed price, we want to include in our price a model that would be acceptable to the CCPS, and the X2 is significantly more expensive than other TASER models.

Answer 1—The TASER X2 or any TASER is not currently used on contract.

Answer 2—TASER X2 as per PWS Section 10.9.3.3.

22. Per the RFP, the Transmittal Letter requires “A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements of the solicitation.

Q – Since this is in addition to the technical volume, how much detail on the technical approach is required as a part of the Transmittal Letter?

A—Offerors may refer readers to Volume I, Technical Considerations

23. Per the RFP, the Transmittal Letter requires “Price and any discount terms” Q – Price information is normally confined to the Price Volume. Please confirm that price information is also required as a part of the Transmittal Letter in Volume One.

A—The overall total price shall be included as part of the Transmittal Letter in Volume One.

24. Per the RFP, “For the proposal volumes subject to page limitations, all pages should be consecutively numbered using Arabic numbers, starting with number one (1).”

Q – In Volume I, Technical Considerations, the Total Compensation Plan and resumes are to be provided in the middle of the document, in between two page-limited sections. Should bidders still number all pages consecutively, even though these sections are not included in page count? Or should the TCP and resumes be provided as attachments to the Technical Considerations volume or have their own numbering system?

A—The TCP and Key Personnel Résumés shall be included as addenda to Volume I with their own numbering system.

25. The solicitation provided copies of Linxx and Centerra CBAs for both LA and Kern Counties.

Q – Because the hourly rates paid for the exact same positions differs between the two company CBAs we request that the Government provide a workforce roster of employees by position and by location so that we may accurately develop pricing in accordance with these CBAs.

A—A workforce roster of employees by position and by location will not be provided. The offeror should price their proposal based on the requirement listed in the Performance Work Statement.

26. Q—Will the Government clarify whether the Contractor is to complete and include all Representations and Certifications in the proposal or complete only paragraph (b) if the annual completion of the SAM has been accomplished? Will the Government identify where the Representations & Certifications are to be included in the proposal and whether or not they are page counted?

A—Contractor-completed Representations & Certifications are to be included in Volume III, Price, and abide by the page count stated in Section E of the RFP for that specific Volume.

27. Clause 52.216-31, Paragraph (b) states that Offerors must specify whether the fixed hourly rate for each labor category applies to the Offeror, Subcontractor or Affiliate.

Q—To comply with this requirement, may Offerors add a column in “Table 1-2” to indicate whether the Offeror or the Subcontractor is performing the work?

A—Offerors can choose how to identify the fixed hourly rates indicating to whom the rates belong, either the Offeror, Subcontractor or Affiliate.

28. The due date says “Thursday, November 8, 2017”, however, November 8th is a Wednesday.

Q—Will the Government please clarify the day/date for proposal delivery?

A—The due date for proposal submittal is 12:00 p.m., Tuesday, November 21, 2017.

29. This Transmittal Letter and its attachment is not included in the page count.

Q—Would the Government like us to include the attachments immediately following the cover letter, or at the end of Volume I?

A—The Offeror shall include the attachments to the Transmittal Letter immediately following the letter.

30. Comply with FAR 52.212-1, Instructions to Offerors – Commercial Items, paragraph (b) by including: (iv) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary...

Q—May we simply refer the reader to Volume I: Technical Considerations?

A—Please refer to the answer for Question #22.

31. Comply with FAR 52.212-1, Instructions to Offerors – Commercial Items, paragraph (b) by including: (ix) Acknowledgment of Solicitation Amendments;

Q—Are we to included [sic] our signed standard form and amendments in this volume and attachment?

A—A Standard Form (SF) was not posted with this solicitation, therefore Offerors do not need to submit a signed SF. However, an Offeror-signed statement acknowledging amendments to the solicitation shall be included as part of the Transmittal Letter.

32. Comply with FAR 52.212-1, Instructions to Offerors – Commercial Items, paragraph (b) by including: (x) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information)...

Q—May we simply refer the reader to Volume II: Past Performance?

A—Yes, Offerors may refer readers to Volume II, Past Performance.

33. The text shall be printed on both sides of the sheet for Volumes I, II, and III, therefore every sheet shall be counted as two pages for page-limited volumes.

Q—Do pages marked this page intentionally left blank count toward the page limitation to ensure that all pages start on the right-hand side of the page in hard copy?

A—Yes, pages marked “This Page Intentionally Left Blank” count toward the page limitation.

34. Font style shall be Times New Roman, no less than twelve (12)-point for all charts, tables, figures, pictures, or other objects in proposal Volumes I and II.

Q—Will the Government consider allowing the offeror to use a smaller font for graphics, figures, and charts to improve readability and layout?

A—No.

35. To minimize redundancy in the proposal, the Offeror may reference another section within a given volume rather than duplicate the information in more than one location. The Offeror shall maintain the logical flow of the subject matter when utilizing references.

Q—May we use hyperlinks and cross-references to achieve these objectives?

A—Yes.

36. The Government states "Each volume of the electronic proposal shall be in a separate sub-directory on the electronic media. A hardcopy list of the electronic media contents showing the directory, file name, and document title shall accompany the electronic submittal and will not be considered part of the volume page count."

Q—Please clarify; is it the Government's intent for this hardcopy list to be a printed page within a tabbed section of each of the (3) Proposal Volumes in the 3-ring binders? If so, where does the Government want this list placed in the proposal?

A—Please refer to the answer to Question #4.

37. Each volume should contain page numbers. Additionally, each volume page should be identified with the Offeror’s name, RFP number, and date. For the proposal volumes subject to the page limitations, all pages shall be consecutively numbered using Arabic numbers, starting with number one (1).

Q—To clarify, the Government would like to label the very first page of the volume, the title page, with a number one (1)?

A—Yes.

38. All electronic media shall be labeled with the name of the Offeror or proposed subcontractor, the RFP number, and a list of files contained on the electronic media. All electronic documents shall be submitted in an editable version. Data shall be readable by the computer systems described in paragraph (v) below and compatible with the noted software packages.

Q—With regard to the "list of files contained on the electronic media," should this list be a single sheet of paper that is not bound in any of the volumes and, therefore, not subject to any page count?

A—Please refer to the answer to Question #4.

39. Total Compensation Plan.

Q—Please confirm that this Plan should only discuss the salaries, benefits, etc. of the Salaried Exempt positions (that is, exclude information on CBA personnel)?

A—Please refer to FAR 52.222-46 “Evaluation of Compensation for Professional Employees”.

40. The plan shall also detail the processes specifically required to accomplish the PWS requirements and to adhere to regulations and requirements set forth in the solicitation… Q—Is the Government looking for a brief technical approach to the requirements here, or just a general description of our management processes to accomplish all of the tasks collectively?

A—The Management/Staffing Approach shall be a detailed description.

41. Provide résumés for Key Personnel demonstrating how the proposed individuals meet or exceed the minimum qualifications identified in Attachment 14, Key Personnel Qualifications;

Q—May we include the resumes as an appendix to Volume I to improve readability and ensure we meet the required page limitations?

A—Please refer to the answer for Question #24.

42. The government states "The summary should detail how the current or past contract task requirements relate in relevancy and similarity to each task required by the PWS and solicitation."

However, in (b)(5), the Government states "For each referenced contract, the Offeror shall complete the Table 4-2 included in Attachment 13, Past Performance Contracts Summary, in accordance with the provided example within the table. In addition, the Offeror shall provide a detailed description of the corresponding work performed under the referenced contract. Paragraph (b)(2) seems to indicate that the contractor should respond to all PWS requirements in Attachment 01, PWS 1 through 11. However, the Government seems to indicate that the contractor should only respond to the PWS requirements listed in Table 4.2.

Q—Will the Government please clarify whether the contractor is to respond to PWS 1 through 11 or just those listed in Table 4-2 of Attachment 13, PPQ?

A—Please refer to the instructions listed in Attachment 13, PPQ.

43. All of the wage tables in the CBAs list wages effective on both 1-October-2017 and on 1-October- 2018.

Q—Because the FAR does ‘not’ provide for an Equitable Adjustment during the Base Period, should offerors calculate a composite/weighted average wage rate for the Base Period (1-March- 2018 to 28-February-2019)?

A—The offeror shall propose at least equal to the labor rates listed in the CBA. Reference FAR 22.1008-2.

44. Q—Will NASA please provide a seniority list of union personnel, by labor classification, by company so that bidders may estimate the wage rates, all of which are based on length of service?

A— Please refer to the answer for Question #5.

45. Section 2(a) Work Day and Work Week Q—This section requires an additional paid 15 minutes of ‘proper relief and equipment exchange’;

is this additive time required by the CBA excluded from the post hours listed in PWS Table 6.2.1 posts?

A—Yes.

46. Q—Has a contractor performed similar work to this for the government in the past?

If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?

A—Yes; the current contract number is NND13AC65C.

File details come from the government source that posted it.
