About this file

The document is a comprehensive project manual for a public works construction contract issued by the Union Sanitary District (USD) in Union City, California, for the Enhanced Treatment and Site Upgrade (ETSU) Program Campus Solar Facilities Project (Project No. 800-606). The project involves demolition and reconstruction of a covered storage facility, including installation of a 200kW minimum rooftop solar photovoltaic system, associated electrical infrastructure modifications, and interconnection with Pacific Gas & Electric (PG&E). Sealed bids are due on Tuesday, November 18, 2025, at 2:00 p.m. local time, with a pre-bid conference and optional site visit scheduled for Tuesday, October 21, 2025. The contract duration is 365 calendar days from the Notice to Proceed, with the Engineer's estimate for the project at approximately $5.8 million.

The project is funded through the Department of Energy and is subject to the Build America, Buy America (BABA) Act requirements, mandating that iron, steel, manufactured products, and construction materials be produced in the United States. Bidders must purchase a USB memory drive containing the contract documents for $75 and possess a Class A Contractor's License. The contractor will be responsible for obtaining necessary permits, complying with prevailing wage rates, and meeting Davis-Bacon Act requirements. Bid alternates include options for Builder's Risk Insurance and the potential removal of BABA requirements. The project involves complex work at an active wastewater treatment plant, requiring careful coordination with ongoing plant operations and strict adherence to safety and environmental regulations.
