About this file

This is a Request for Proposals (RFP) issued by the Tunica County Utility District (TCUD) in Mississippi for an Advanced Metering Infrastructure (AMI) System. TCUD is seeking proposals from qualified vendors to supply and implement an AMI system for approximately 2,200 water meters, specifically requesting approximately 1,100 auto-reading meters with transmitters (3/4" or 5/8"), cellular collectors, and system integration capabilities. The proposal requires vendors to provide complete project management services for equipment procurement, installation, and commissioning. Proposals are due by 10 a.m. on August 28, 2025, and must be accompanied by an Intention to Propose letter submitted no later than 5 business days after the last advertisement.

Vendors must include detailed information such as deployment schedule, current meter inventory, leak detection capabilities, meter accuracy, meter sensitivity, and technician/warehouse location. The RFP emphasizes that vendors submit completed Equal Business Opportunity (EBO) forms, and TCUD reserves the right to reject any proposals. Vendor pricing must be guaranteed for 90 days after proposal receipt, and all proposed equipment must meet Federal and State water supply system standards. Potential vendors can submit questions in writing to John Sparks at jsparks@neel-schaffer.com at least ten business days before the proposal due date, with answers provided via addendum to vendors who submitted an Intention to Propose letter.

Tunica County Utility District

Request for Proposals

Advanced Metering Infrastructure System

The Tunica County Utility District is seeking vendor proposals for the supply and installation of an

Advanced Metering Infrastructure (AMI) System. These proposals shall be submitted to and received by the Tunica County Utility District, 986 Magnolia Street, Tunica, MS, 38676 on or before 10 a.m., August

28, 2025, at which time they will be publicly opened and read aloud. All vendors which plan to submit a proposal shall state such in a letter (Intention to Propose letter) addressed as above and received by the

Tunica County Utility District no later than 5 business days after the last advertisement of this RFP.

Failure to submit an Intention to Propose letter will void any proposal submitted by a vendor which did not submit the letter.

TCUD intends to acquire an Advanced Metering Infrastructure (AMI) system and automated meter readers, equipment , hardware, related products, software, training and services (collectively, the “ AMI

System”), for its approximately 2,200 water meters. TCUD is seeking proposals for the development and implementation of an AMI System from bona-fide, qualified vendors/firms . This proposal does not include the installation of the automated water meters.

This system and the service to be provided will consist of at a minimum:

• Supply of auto reading meters with transmitters for approximately 1,100 meters (3/4” or

5/8”).

• Supply and installation of cellular collectors or other equipment as required for vendor’s system to accurately collect information being transmitted from the meters to a central location (City’s billing department). The system shall provide redundancy such that primary equipment failure (not withstanding extreme weather events or City-wide power outages) will not prevent continued collection and transmittal of the meter data to central billing.

• Provide for integration of the meter reading data into the City’s billing system, including all software, hardware, etc. required.

• Provide complete project management services for entire required system equipment procurement, installation, and commissioning.

In addition to the pricing information provided by the vendor, each vendor shall include with his proposal the following information at a minimum. TCUD will consider these factors in its selection of the system to be deployed.

• Vendor’s proposed schedule for deployment of the system

• Vendor’s current (at time of proposal) in house (not at factory) inventory of meters

• Vendor’s ability to provide real time leak detection on the distribution side of meter with its system. Provide literature that explains how that system will work, how data will be presented, etc.

• Vendor’s meter accuracy

• Vendor’s meter sensitivity (Lowest range meter can accurately measure flow)

• Vendor’s meter service technician and supply warehouse location in relation to TCUD

TCUD is an Equal Business Opportunity City. As such, each vendor shall also submit with their proposal completed EBO forms, which will be mailed to each vendor upon receipt of the Intention to Propose letter. Vendors which do not submit these forms, filled out completely, will not be considered.

TCUD reserves the right to reject any and all proposals and to waive any informalities in any proposal.

Vendor pricing shall be guaranteed for a period of 90 days after proposals are received. Upon selection of the successful vendor, TCUD will negotiate specific terms of the final contract with the successful vendor.

All equipment proposed for supply herein shall meet all Federal and State standards for water supply systems.

All questions regarding this Advertisement for Proposals shall be addressed in writing to John Sparks

(jsparks@neel-schaffer.com) at least ten business days before the proposals are due. All questions will be answered via an addendum submitted to all vendors which have submitted Intention to Propose

Letters at least three business days before the proposals are due.
