Price increases are prohibited for the first 90 days of contract performance and cannot occur within 90 days of any previous increase; reductions must be applied immediately upon vendor implementation. Harris County reserves the right to award to a single vendor or multiple vendors designated as primary and secondary based on lowest and best bid evaluation, considering price, vendor capacity and skill, reliability, quality of performance, and ability to meet time constraints. The bid requires completion of Form 1295 (Certificate of Interested Parties) prior to submission, and vendors must submit responses through Bonfire to Dat Trinh at the Office of the Purchasing Agent.
