Montgomery County RFP 25-47 Department of Health and Human Services – Office of Drug and Alcohol Drug & Alcohol Treatment Services Introduction Montgomery County is located approximately twenty miles west of Center City Philadelphia, PA. Governed by a three-member Board of Commissioners, the County government is a large diverse organization whose mission is to provide quality services in an efficient and cost-effective manner.
Montgomery County, with nearly 869,000 residents, is the third most populated county in the Commonwealth of Pennsylvania. Some of the services the county government provides its citizens include health and human services, a highly regarded community college, an outstanding park and historic site system, and a judiciary recognized as one of the Commonwealth’s finest.
The Montgomery County Department of Health and Human Services (HHS) offers a full continuum of services to ensure the health, safety and well-being of county residents. The Department serves children, families, young adults, adults and older adults through its offices which include Children and Youth, Community Connections, Drug and Alcohol, Early Learning Resource Centers, Housing and Community Development, Mental Health/Developmental Disabilities/Early Intervention, Public Health, Senior Services, Managed Care Solutions, and Veterans Services. Strategic Offices for the Department support dissemination of important health information and quality and compliance. HHS is fully integrated to provide seamless, coordinated care delivery all focused on enhancing the health and well-being of the residents of Montgomery County.
The Department of Health and Human Services is mindful of:
1. Being trauma-informed, (and)
2. Maximizing diversity, equity, and inclusion, (and)
3. Working in true partnership with staff, partners, individuals and families we serve
The Office of Drug and Alcohol (ODA) is one of nine program offices within the Department of Health and Human Services (HHS). The Office of Drug and Alcohol is the Single County Authority (SCA) in Montgomery County as designated by the Pennsylvania Department of Drug and Alcohol Programs (DDAP). The Montgomery County SCA is responsible for planning, coordinating and oversight of all publicly funded substance use disorder prevention, intervention, case management, treatment and recovery support services to eligible Montgomery County residents. The goals of the ODA as outlined by DDAP are to: prevent individuals from abusing drugs and alcohol; intervene in a timely, helpful way with persons already experimenting with drugs and alcohol; to provide needed treatment services to people dependent on drugs and/or alcohol; case management; and recovery support services to assist individuals to obtain treatment and support people with services once discharged from treatment.
The Office of Managed Care Solutions (OMCS), a strategic unit within the Department of Health and Human Services (HHS), oversees the Behavioral HealthChoices contract for Montgomery County. OMCS collaborates with HHS program offices – particularly the Office of Mental Health/Developmental Disabilities/Early Intervention (MH/DD/EI) and the office of Drug and Alcohol (ODA) - to support an integrated behavioral health system that promotes whole-person care. While this RFP pertains to services funded through ODA, providers are expected to enroll in HealthChoices and pursue in-network status with Magellan, the County’s Behavioral Health Managed Care Organization. Please note that the network enrollment process is separate from this RFP and requires both state and Magellan approval for service descriptions prior to service delivery.
The ODA contracts with a comprehensive network of substance use treatment providers for eligible residents living in Montgomery County. These providers are located throughout the county and offer specialty services within their systems to ensure a variety of treatment programming for individuals seeking and meeting criteria for drug and alcohol treatment services.
