About this file

This is a Request for Proposals (RFP) issued by the Maryland Judiciary's Administrative Office of the Courts (AOC) on behalf of the Foster Care Court Improvement Program (FCCIP) Child Welfare Education Workgroup seeking qualified facility operators to host two 2026 events: the Education Symposium and the annual Child Abuse, Neglect and Dependency Options (CANDO) Judicial Conference. Prospective offerors must submit comprehensive proposals that include facility details such as the event location address, available dates within the specified range, floor plans, sample menus, facility photographs (guest rooms, meeting/event space, dining room, fitness center, locked room, parking lot, and surrounding area), audiovisual equipment lists, and nearby business locations with distances. The RFP requires offerors to submit proposals through the Maryland Judiciary Procurement Portal or via email to the Procurement Officer, Aarica Dupree (Aarica.dupree@mdcourts.gov, 410-260-2539), by the deadline indicated on the Procurement Portal. Important dates, including the pre-proposal conference, site visits, question deadline, and proposal closing date and time, are available on the Procurement Portal. The contract/purchase order term extends from the date of issuance until project completion or December 30, 2026, whichever occurs sooner. The AOC intends to make one or more awards and reserves the right to award in part or in whole.

Proposals will be evaluated based on price (primary criterion), the extent to which shortlisted sites meet RFP requirements following site visits, and the extent to which the overall proposal meets RFP requirements. Offerors must provide itemized pricing where available and submit a completed Bid/Proposal Affidavit. The AOC will not reimburse offerors for costs incurred in proposal preparation or presentation. Payment to the successful offeror shall be made within thirty days of deliverable acceptance and invoice receipt. All offerors must be registered with the Maryland Department of Assessments and Taxation (SDAT) and must not be in arrears on any obligations to the State of Maryland. The successful offeror will be required to complete a Contract Affidavit and Non-Disclosure Agreement prior to contract execution. This solicitation is exempt from Maryland Judiciary Procurement Policy competition requirements, with competition sought solely to ensure best value. Contract terms will be governed by either the Standard Contract Agreement Sample (for values exceeding $100,000) or the Standard Terms and Conditions for Small Procurements (for values below $100,000).
