About this file
This is a Joint Venture and Set-Aside Program document issued by the Bergen County Board of County Commissioners and County Executive in New Jersey, establishing policies for qualified business participation in county contracts. The document outlines the county's commitment to economic inclusion and equal competition opportunities for businesses seeking to contract with Bergen County for construction, architecture, engineering, professional services, and procurement of goods and services. Bergen County has established registration requirements through its purchasing portal at www.bergenbids.com, where vendors must register to receive notifications of business opportunities, download specifications, and track awards. Businesses are required to upload a New Jersey Business Registration Certificate and, if applicable, certification documentation identifying themselves in one of four designated enterprise categories.
The document details four certification categories that qualify businesses for Bergen County's set-aside program: Qualified Minority Business Enterprise (MBE), Qualified Women's Business Enterprise (WBE), Qualified Veteran Business Enterprise (VBE), and Qualified Small Business Enterprise (SBE). Each category requires that the business maintain its principal place of business in New Jersey, be independently owned and operated, and meet specific ownership and control requirements per N.J.S.A. 40A:11-25. Eligible certifications are issued by the State of New Jersey Department of Treasury, Port Authority of New York and New Jersey, NJ Transit, the United States Small Business Administration, and the United States Department of Veteran Affairs. Businesses seeking certification information or assistance should contact Glen Gardner at agardner@co.bergen.nj.us or (201) 336-7112, with additional resources available at https://www.nj.gov/njbusiness/contracting/sbsa/.
