About this file

This is a HUB Submittal Requirements document issued by the City of Brownsville Procurement Department in October 2025 for the Brownsville Metro Vending Concession contract opportunity. The document outlines the City of Brownsville's policy to promote contracting and subcontracting opportunities for Historically Underutilized Businesses (HUB) in accordance with the State of Texas Statewide HUB Program administered by the Texas Building and Procurement Commission. The Brownsville Metro Vending Concession seeks qualified vendors to install, operate, stock, service, and maintain vending machines at designated Brownsville Metro terminal locations to provide passengers, employees, and visitors with convenient access to food, beverages, and travel-related products.

The document specifies that if the Procurement Department determines subcontracting opportunities are probable, a HUB Subcontracting Plan is a required element of the contract. Prospective bidders are directed to access the Texas CPA HUB search database, where they must select Cameron County to identify certified Historically Underutilized Businesses for potential subcontracting opportunities. The document provides a direct link to the HUB search tool to facilitate vendor identification and compliance with the statewide HUB program requirements.
