About this file
This is a detailed technical specification document for a Light Rail Vehicle Pantograph Carbon Shoe Insert Assembly, developed by the Dallas Area Rapid Transit (DART) for their Kinkisharyo Light Rail vehicles (Fleets 50-54). The specification outlines requirements for a replacement part with specific part numbers from Transtech (86443301) and SCHUNK (10344547), effective December 1, 2023. The document provides comprehensive guidelines for product requirements, including a mandate that all products must be brand name only, have a minimum of three years of transit field experience under temperature conditions ranging from -15°F to 115°F, and interface with existing systems without modifications.
The specification includes detailed packaging and verification requirements, stipulating that parts must be "new only" with a date code stamped on each part. Suppliers must be prepared to provide samples within five days of DART's request and understand that test items may be returned in potentially altered condition. Packaging guidelines are extensive, requiring best industry practices to prevent damage, with specific instructions on pallet design, banding techniques, and protective packaging using Linear Low-Density Polyethylene (LLDPE) stretch film. The document references several supporting technical manuals, including heavy repair maintenance manuals and illustrated parts catalogs for the specific Kinkisharyo fleet models, ensuring comprehensive technical alignment with DART's existing rail vehicle infrastructure.

E. All parts shall be “new only” with the date code stamped on the part to reflect and ensure the part is in fact “new”.
5.0 Verification
A. Upon request, the contractor agrees to supply, at no cost to DART, samples of the parts proposed for testing prior to contract award.
B. Samples will be available and submitted to DART within five (5) days of request, oral and/or written, by DART.
C. The test items may be returned at contractor’s cost only on request from contractor after testing is complete.
D. Parts returned may not be in the same condition as originally sent and received by
DART.
E. Function test (if required) is verification that the parts meet the manufacturer’s specification and/or performance requirements.
6.0 Packaging
A. Product shall be packaged to best industry practice to prevent damage. The packing slip shall include DART purchase order number, DART part number, manufacturer part number, manufacturer name and part description. The packaging exterior (e.g.
individual part bag, box, etc.) shall include manufacturer’s part number and manufacturer’s name.
B. Packing slip shall include DART purchase order number, DART part number, manufacturer part number, manufacturer name and part description. The packaging exterior (e.g., individual part bag, box) shall include manufacturer’s name and part numbers.
C. When applicable, parts packaged as a kit shall be within corrugated containers (or equivalent) and shall have voids filled on all sides of the containerized material.
D. Where the part size permits, containers should be designed in a modular fashion to fit on standard pallet sizes.
E. When applicable, the pallet must be designed to accommodate the parts’ size and weight, keeping the material within the confines of the pallet (i.e., Material shall not overhang the footprint dimensions of the pallet).
F. When applicable; cartons shall be sized modularly to the pallet to eliminate voids and minimize shifting of cartons on pallets.

G. Note: use of horizontal banding is a poor packaging practice and may require an upgrade of the corrugated paperboard and/or the addition of corner supports.
H. When applicable; plastic and metal banding must be applied using proper tension settings. Excessive tension can lead to container failure and poor load containment as well as pallet failure.
I. When applicable; banding to corrugated cartons, use of corner or edge protectors is required as necessary to prevent the collapse of carton edges.
J. Use of plastic (stretch) film for unitization is considered an acceptable practice.
Linear Low-Density Polyethylene (LLDPE) Stretch Film or equivalent shall be utilized for parts kit packaging applications.
K. Part(s) shall be packaged to provide maximum protection against shock, vibration, ESD, abrasion, thermal, and other types of damage during shipment.
