About this file

This is an Addendum #001 issued by the State of Utah's Division of Facilities Construction and Management (DFCM) for a construction project at Tooele Technical College involving perimeter fencing and gate controls for a CDL driving course (Project #26081280). The addendum, dated August 31, 2026, clarifies and modifies the original contract documents issued on July 1, 2026, and must be acknowledged by all bidders upon submission. The project involves constructing a fence around the CDL course and adding gates to entrance and exit points with access controls. Only prequalified general contractors on the DFCM Prequalified Contractors list are eligible to bid. The addendum confirms that the bid close date will not be extended beyond the originally scheduled date, clarifies that facility restrooms will be accessible to contractors without requiring additional temporary facilities, and specifies that there is no preferred gate manufacturer, as long as specifications are met.

The construction cost estimate for the project is $410,000.00. The addendum addresses electrical and access control requirements, noting that while there is no preferred gate contractor, the college prefers Convergint or Yamas for access control system maintenance and integration with the existing Avigilon access control system. All costs, time obligations, and performance requirements associated with the addendum are deemed included in the bidder's proposal, and no claims for additional compensation or schedule extensions will be allowed. Bidders are solely responsible for reviewing and incorporating all addendum requirements into their bids, coordinating with subcontractors and suppliers, and submitting written clarification requests before the bid deadline if any conflicts or ambiguities exist.

Addendum #01

Tooele Tech Fencing and Gates

DFCM PROJECT #26081280

This Addendum is issued by the Architect as a clarification and modification to the drawings, specifications, and other Contract Documents for the above-referenced project. Except as specifically modified herein, all other portions of the Contract Documents remain in full force and effect as originally issued by the Owner/Architect on

7/1/26 (applies to all Project Bid Documents). If a provision of this Addendum conflicts with previous issuances, this

Addendum shall govern, subject to any stated order of precedence in the Contract Documents.

Identification of Revisions (Clouding). For convenience, drawing changes may be indicated by revision clouds, delta symbols, or notes. Clouding/mark-ups are aids only and may not capture every change. The bidder is responsible for incorporating all modifications contained or referenced in this Addendum, whether or not they are clouded, expressly stated, or implied by coordination.

Bidder Review and Coordination. Bidders are solely responsible to:

• Review, understand, and incorporate all requirements of this Addendum into their bid, including affected details, specifications, schedules, quantities, alternates, allowances, and unit prices.

• Distribute this Addendum to and coordinate it with all subcontractors, suppliers, consultants, and others preparing portions of the bid.

• Reconcile and coordinate this Addendum with all related drawings and specification sections. Where requirements differ and clarification is not obtained prior to bid, the more stringent/higher-quality or greater-quantity requirement shall be included without change to Contract Sum or Time, unless otherwise directed by subsequent written Addendum.

Duty to Inquire (Pre-Bid Clarification). Any apparent conflict, omission, or ambiguity in this Addendum or the

Contract Documents must be brought to the Architect’s attention by written question within the timeframe established for pre-bid inquiries. Failure to request clarification before bid time constitutes the bidder’s agreement to comply with the Architect’s post-award interpretation without adjustment to the Contract Sum or Contract

Time to the extent such interpretation is consistent with the overall intent of the Contract Documents.

Substitutions and Product Naming. Any product names used in this Addendum establish required standards of quality, performance, and appearance. No substitution is approved or implied unless expressly identified herein as “Approved Equal” or “Substitution Accepted.” Substitution requests must follow the process and deadlines in the procurement/bidding documents.

No-Claims/Included Pricing. All costs, time, and performance obligations associated with this Addendum are deemed included in the bidder’s proposal. No claims for additional cost or time will be allowed due to lack of awareness, coordination, or consideration of this Addendum, including changes that are not clouded.

Scaling/Dimensions; Document Conflicts. Do not scale drawings. Figured dimensions and written specifications govern over measurements obtained by scaling or from file viewing settings. Subject to the order of precedence in the Contract Documents, the Architect may resolve minor inconsistencies by written interpretation; such clarifications that do not change scope will be incorporated without change to Contract Sum or Time.

Acknowledgment of Receipt. Receipt of this Addendum must be acknowledged by the bidder in the designated space on the proposal/bid form as required by the Contract Documents. Failure to acknowledge may render the bid non-responsive at the Owner’s sole discretion.
