About this file
File Summary
This is an approved specifications document for a State of Utah Division of Facilities Construction and Management (DFCM) project involving the construction of perimeter fencing and automated vehicular access-control gates at the Tooele Technical College CDL driver training lot located at 88 South Tooele Boulevard, Tooele, Utah 84074 (DFCM Project #26081280). The project is designed by SPE Architects in Kaysville, Utah, with electrical engineering consultation from Rocky Mountain Consulting Engineers. The work consists primarily of installing new perimeter fencing and automated vehicular access-control gates to serve the existing tractor-trailer driver training lot. The specifications document establishes comprehensive administrative and procedural requirements for contract execution, including provisions for general conditions, hot work operations, contract modifications, project management, construction scheduling, submittal procedures, quality requirements, and project closeout. The contractor must maintain owner occupancy throughout construction, restrict work to designated areas, coordinate operations during normal business hours of 7:00 a.m. to 4:00 p.m. Monday through Friday unless special arrangements are made, and comply with all state and federal safety regulations including OSHA requirements and the State of Utah Hot Works Program.
The contract requires the contractor to prepare and maintain a detailed construction progress schedule using Critical Path Method (CPM) analysis, submit a schedule of values within seven days of contract award, and provide regular applications for payment with supporting documentation. All submittals including shop drawings, product data, samples, and coordination drawings must be processed through established review procedures with initial reviews allowed 15 days and resubmittals allowed 15 days for architect review. The project employs a single prime contract structure with the contractor responsible for coordinating all subcontractor work, providing temporary facilities and controls, and managing all construction waste. The specifications mandate prequalification of all general contractors under DFCM Stage I prequalification requirements, with only approved contractors eligible to bid. The contract includes requirements for key personnel identification, security background checks if requested, daily construction reports, material location reports, and comprehensive project closeout documentation including operation and maintenance manuals, project record documents, and demonstration and training of owner personnel.

1.05 HOT WORKS
A. State of Utah employees and State of Utah construction projects often are required to perform Hot Work in existing buildings. Hot Work is considered all temporary operations involving open flames or producing heat and/or sparks, which includes, but is not limited to, grinding/cutting, brazing, soldering; thawing frozen pipes by torch; and torch applied roofing and welding.
B. This activity presents a significant opportunity for fire and injury. Following the guidelines set forth in OSHA CFR 29 Part 1910.252, and in compliance with State adopted International Fire Code and NFPA 51B, 2019 Edition, the State of Utah requires that all precautions of the following program must be applied prior to commencing any welding or hot work by employees, general contractors and/or any subcontractors.
C. In order to protect employees, contractors and the general public from hazards accompanying Hot Work activities, the following Hot Work Program has been adopted.
D. The Contractor is directed to the following DFCM Website for requirements regarding Hot Work:
1. https://dfcm.utah.gov/construction-management/building-official/hot-works/
1.06 TYPE OF CONTRACT
