About this file
The document is a Buy American Provision Certification Form for food purchases issued by St. Bernard Parish School Board, which requires vendors to certify the domestic origin of food products purchased for school nutrition programs. The form implements the Buy American Provision (7 CFR Part 210.21(d)), mandating that school food authorities purchase domestically grown and processed foods to the maximum extent practical. A "domestic" product is defined as one grown in the United States, or for processed food items, a product processed in the United States using food components that are at least 51% domestically produced by weight or volume.
Vendors must complete the form by either certifying that all food products are 100% produced or processed in the U.S. with over 51% domestic food content, or by listing specific non-domestic food items and providing justification for their inclusion. Potential justifications include the product not being produced in sufficient U.S. quantities of satisfactory quality or the domestic product being significantly more expensive. The form requires vendors to list the percentage of U.S. content, the origin of the product, and compare pricing between domestic and non-domestic options. The Child Nutrition Staff will ultimately determine whether to purchase the domestic or non-domestic product based on the information provided.
