About this file

This is an Electronic Signature Implementation Agreement issued by the County of Bergen, New Jersey, in conjunction with Bonfire e-procurement solutions, establishing procedures for electronic signatures on vendor documents and bid submissions across Bergen County and its participating local units. The agreement authorizes vendors to create a single vendor profile through the Bonfire platform for use by all local units within Bergen County, streamlining the e-procurement process. Vendors are required to complete and submit this form with an authorized representative's signature, which serves as the official signature for all subsequent bid submissions, requests for proposals, requests for quotations, and offers to participating local units. The electronic signature affixed to the form remains valid for one year from the date of execution, after which vendors must renew their authorization.

The agreement is grounded in the Electronic Signatures in Global and National Commerce Act (E-Sign Act) of 2000 and the State of New Jersey's Uniform Electronic Transactions Act (UETA, P.L. 2001, c. 116), which authorize state and local government agencies in New Jersey to conduct official business electronically. Vendors must demonstrate intent and consent to conduct business electronically and acknowledge that their electronic signature constitutes a valid, legally binding signature on their behalf. Bergen County is required to maintain all electronic records created through this process in accordance with applicable record-keeping requirements. The form requires the authorized representative to provide their name, title, phone number, email address, and signature, establishing the individual authorized to bind the vendor to electronic agreements and submissions.
