About this file

This is an Electronic Signature Implementation Agreement executed by the County of Bergen, New Jersey, in accordance with the Bonfire e-procurement platform. The document establishes the framework for authorized individuals representing vendors to execute valid electronic signatures for conducting business with Bergen County and its participating local units. The electronic signature created through this agreement is intended to serve as the official signature for submitting bids, RFPs, RFQs, and other offer documents to the County and its constituent municipalities. The signature remains valid for a one-year period from the date of execution and eliminates the need for vendors to provide separate signatures on individual documents, provided the participating local unit does not explicitly request alternative signatures or forms.

The agreement is grounded in federal and state electronic commerce legislation, including the E-Sign Act of 2000 and New Jersey's Uniform Electronic Transactions Act, which authorize state and local government agencies to conduct official business using electronic forms and signatures. The document requires that the signing individual possess authorization to conduct business on behalf of the vendor and must provide contact information including title, phone number, and email address. The Bonfire platform enables vendors to create a single vendor profile for use across all local units in Bergen County, streamlining the procurement process and reducing administrative burden on both vendors and participating municipalities.
