About this file

This is an RFP evaluation scoresheet for Legal Services to Assist with Colorado River Litigation, issued by the Office of the Attorney General of the State of Utah. The RFP seeks to establish a list of law firms eligible to enter into future professional service agreements (PSAs) with the OAG for a period of five years. Multiple contract awards are anticipated through this procurement. The evaluation process will identify successful offerors who meet minimum mandatory requirements and achieve a required technical point threshold of 350 points out of a possible 500 points.

The evaluation scoresheet assigns weighted scores across five technical criteria: Lead Counsel and Senior Attorneys qualifications (40% weight, 200 points possible), overall Litigation Team qualifications (20% weight, 100 points), offeror's experience with complex litigation and similar cases (30% weight, 150 points), reference materials and malpractice insurance documentation (5% weight, 25 points), and cost proposals (5% weight, 25 points). Mandatory pass/fail requirements include certification of team experience, conflict of interest verification, proof of legal malpractice insurance coverage of at least $5,000,000 per incident, background check completion, and non-debarment status. Vendors must guarantee pricing for one year, and scoring uses a scale of 0 (Fail) through 5 (Excellent) to assess proposal quality against RFP requirements.
