2026 Micro Surfacing Type II & III Technical Specifications
This document comprises technical specifications for a City of Bend, Oregon street preservation project involving the application of highly modified emulsified asphalt (HIMA) micro surfacing. The work encompasses approximately 34,135 square yards of Type III micro surfacing for rut filling and approximately 78,515 square yards or 9 lane miles of Type II micro surfacing as a lane seal across multiple city streets. The project is designated as Project No. ST26MS and is governed by the 2021 Oregon Standard Specifications for Construction with supplemental special provisions. Work is intended to be completed during nighttime hours between 8:00 p.m. and 5:00 a.m. Sunday through Thursday, with no scheduled work on Fridays or Saturdays. Traffic control and accommodations for public access are critical components, with specific requirements for lane closures, pedestrian facility management, and notification procedures to residents and emergency services. The specifications detail comprehensive requirements for surface preparation, material composition, application methodology, equipment specifications, quality control testing, and cure time management to ensure a homogeneous mat that provides skid-resistant surface texture throughout its service life.
The specifications establish strict material and equipment requirements including aggregate gradation standards, asphalt emulsion specifications (PMCQS-1EP type), and mineral filler composition with mandatory quality control testing protocols. Contractors must submit approved mix designs at least ten calendar days prior to commencing work, participate in calibration of mixing equipment before production, and construct test strips of 500 to 750 feet in length for engineer approval before full-scale production begins. Application rates are specified at 22–26 pounds per square yard for Type II and 24–28 pounds per square yard for Type III micro surfacing, with tolerances strictly enforced. Environmental controls include erosion and sediment management, dust control during street cleaning, and waste material disposal requirements. The contractor bears responsibility for snow and ice removal on affected streets when accumulations exceed specified thresholds, property damage repairs caused by contractor operations, and cleanup of residual micro surfacing from curbs and utility structures. Payment is structured on a unit price basis per square yard of street surface covered, with all associated costs for materials, labor, equipment, surface preparation, property owner notification, and traffic control included within the contract unit price.
